    Ruto assents to County Allocation of Revenue Bill 2026

    President William Ruto has signed into law the County Allocation of Revenue Bill, 2026, paving the way for the disbursement of Ksh428 billion as the equitable share of nationally raised revenue to the 47 county governments.

    The President assented to the legislation during a ceremony held at State House, Nairobi, reaffirming the government’s commitment to strengthening devolution and enhancing service delivery at the county level.

    The allocation represents 20.9 per cent of the most recently audited national revenue, surpassing the constitutional minimum requirement of 15 per cent that must be allocated to county governments.

    Under the Act, the equitable share will be distributed among the 47 counties using the revenue-sharing formula approved under Article 217 of the Constitution.

    “The formula provides a stable baseline allocation while ensuring a fair distribution based on equal share, population, poverty level and geographical size,” said Ruto.

    The enhanced allocation is expected to bolster county governments’ capacity to implement development programmes and provide essential public services in line with their approved budgets and development priorities.

    President Ruto said the increased allocation underscores the national government’s commitment to deepening devolution by equipping counties with the financial resources needed to fulfil their constitutional mandate.

    Celebrity Fight Night has continued to be a point of discussion after the second edition of the event brought together content creators and entertainers on Sunday, June 28 at The Alchemist in Westlands, Nairobi.

    The event featured a headline match between rapper and media personality Barak Jacuzzi and hip-hop artist Benzema of the Ochungulo family group, while actor Brahim Ouma squared off against DJ and producer MackLean.

    Barak Jacuzzi won the main event against Benzema, while Brahim won the cage match against MackLean. Additionally, musician Big Yasa won against fellow musician Zeman.

    Speaking about his participation in the second edition, event co-producer Barak Jacuzzi said they were determined to deliver an even bigger event.

    “The response to the first edition showed there is a real appetite for experiences that bring different communities together and we’re excited to deliver an even bigger event this year.”

    The boxing matches between the celebrities have spawned videos across social media, including on TikTok.

    Following the event, podcaster Mariah called for a women’s edition of Celebrity Fight Night, saying, “We need a women’s celebrity boxing edition.”

    Following a successful debut event in 2025, Celebrity Fight Nights brings together some of Kenya’s most recognisable personalities from entertainment, sports, fitness, business and popular culture for a series of exhibition boxing matchups in front of a live audience.

    Speaking about the key draw of the event, Stephanie Gogo, Chief of Staff at HustleSasa, said it was about the celebrity’s commitment.

    “Celebrity Fight Nights is about seeing familiar faces in an unfamiliar environment. These are people known for their success in entertainment, business, fitness and culture – but in the ring, everyone starts equal,” she said. “What makes this event special is celebrities having the commitment, discipline and courage it takes to step in front of a crowd and test themselves. That’s what audiences connect with.”

    The BRICS Digital Centre of Excellence for Smart Grids and Energy Storage (BRICS DCoE) was officially unveiled at the 11th meeting of the group’s energy ministers in Gurugram, Haryana, India. This was reported by ANI, a partner of TV BRICS.

    India’s Power Minister, Manohar Lal Khattar, emphasised that the establishment of the centre is an important step in the development of energy cooperation between the BRICS countries.
    The centre is designed to facilitate the exchange of knowledge and best practices, enhance the skills of specialists, implement joint projects and strengthen technical cooperation between the BRICS countries.

    “The launch of this centre reflects our shared commitment to strengthening cooperation, promoting innovation and creating reliable and future-proof energy systems,” said Khattar.
    The minister noted that renewable energy sources are becoming a key element in the sector’s transformation. Future energy grids, he said, will manage demand in real time, integrate large volumes of renewable energy, utilise energy storage systems and empower consumers through digital technologies.

    Khattar also stated that India is rapidly strengthening its position in the global energy transition and is already among the world leaders in the development of solar and wind energy.
    According to the minister, India is implementing one of the world’s largest smart meter roll-out programmes to accelerate the digitalisation of the energy sector and improve grid efficiency. Furthermore, the country plans to develop around 100 GW of pumped-storage hydroelectric capacity out of a total potential of 260 GW, as well as to establish approximately 80 GW of battery energy storage systems.

    India’s energy agenda during its BRICS chairmanship focuses on three key areas: energy security and sustainability, energy access and equitable distribution, and the development of technology and innovation.

    CPC AT 105: Party building powers rural revitalization, lights up dreams of villagers

    In Miaojia Village, east China’s Zhejiang Province, villagers rarely describe Lu Rongjie by his official title as chief of the local Communist Party of China (CPC) organization. Instead, they refer to him by the shoes on his feet.

    The village Party chief is known locally as a “running-shoe cadre,” a nod to his non-stop rounds and on-the-ground work style. During the day, when he’s not in the office, he is usually out visiting the villagers.

    “Villagers are the most straightforward. Their joys and worries are all written on their faces,” Lu said. “So we must talk with them in person to spot their concerns and unresolved issues before they grow.”

    Lu’s work style reflects a longstanding principle of the CPC: maintaining close ties with the people. This principle has shaped the Party’s grassroots governance since its founding more than a century ago.

    Under the leadership of the Party, China’s rural areas have undergone tremendous transformations, securing a sweeping victory in eliminating absolute poverty in 2020 before embarking on rural revitalization.

    None of these goals could be achieved without Party organizations in hundreds of thousands of administrative villages, said Huang Zuhui, an expert at China Academy for Rural Development of Zhejiang University, adding that they are the final link in turning blueprints like the five-year plans into reality.

    Village Party organizations are tasked with a wide range of affairs. After becoming Miaojia’s Party secretary, Lu led the whole village to improve its environment, develop flower fields, build public spaces and explore new rural business opportunities. Yet he said rural revitalization cannot be judged by scenery, industries or revenue alone — it must improve the daily lives of residents ultimately.

    One problem kept appearing during his visits: elderly care.

    Most elderly villagers chose to remain in Miaojia, but their working children could not regularly prepare daily meals. Seniors aged 60 and over make up nearly a third of the village, making convenient, affordable local dining a vital need.

    Lu and the village Party organization began to look for a solution inside the village. In May 2024, the Miaojia Village canteen opened. The renovated building brought together a dining hall, a tea house, a rural auditorium stage and leisure spaces. Villagers can have meals, drink tea, watch performances, play chess and spend time with neighbors there.

    The village allocated more than 200,000 yuan (about 29,000 U.S. dollars) each year to subsidize meals for elderly people. Residents aged 70 and above can enjoy discounted meals, while those aged 90 and above can eat for free.

    At the canteen’s launch, 99-year-old resident Zhou Yinfang was among the first to eat there, praising the meal repeatedly. For Lu, that moment showed why the canteen mattered.

    Beyond solving the daily dining difficulties of elderly villagers, the canteen helped complete the village’s broader five-minute service network. Miaojia has rolled out a string of amenities, such as a supermarket, childcare facility, and cultural plaza.

    The canteen also created a small local economic cycle. Run by the village collective, it employs local residents and sources ingredients from the village’s shared-prosperity supermarket. The single public service facility thus delivers multiple gains: elder care support, local jobs, and revenue for the village collective.

    In another village of Zhejiang, the story of rural revitalization began with rural space waiting to be rediscovered.

    Lizu Village was once known locally as Shuiniujiao, meaning water buffalo horn, a name that reflected its old and remote image. It used to have limited industries, few visitors and little appeal for young people.

    Today, Lizu has become known as a cultural and creative village, attracting entrepreneurs, designers, shop owners and youngsters who want to test new ideas in the countryside.

    Behind these changes is a daily service system supported by village-level Party organizations and local operators. Local authorities renovate vacant homes, upgrade public areas, recruit entrepreneurs, match business demands with village resources, and back individual stores to join a unified village brand.

    An open area in Lizu that used to be idle land was reshaped into an aesthetic farm with lawns, tents, outdoor weddings and camping activities, while a local pond once muddied and used by villagers to wash produce and clothes has undergone full restoration into an ecological scenic spot, with a dedicated eco-friendly laundry facility built nearby.

    Bao Liping was one of those who came to Lizu to find business opportunities. At first, Bao was not sure whether her clothes shop would work, as the village was not a traditional commercial district and rural entrepreneurship could be unpredictable. However, the village environment combined with local support gave her a reason to try.

    “A clean and attractive village is only the starting point. We want to continuously bring tangible and measurable gains for villagers,” said Fang Haolong, Party secretary of Lizu.

    Similar stories are unfolding elsewhere across China. In Meixian County of northwest China’s Shaanxi Province, kiwi fruit cultivation has evolved into a full industrial chain connecting Party organizations, technical support, cooperatives, processors, and markets.

    In the county, more than 2,600 Party-member technicians are working out in the fields to make the farming of this fruit easier for farmers.

    With their assistance, fruit grower Zhao Junrong in Tianjiazhai Village can now check his orchard from home via a mobile phone application. On the screen, temperature, humidity and light conditions are all displayed in real time.

    “In the past, farming depended on the weather. Now we look at the mobile phone app,” Zhao said. “When to water and when to fertilize, the system understands better than people.”

    Wang Fang, a fruit grower in Zaolin Village, echoed this sentiment. “Previously, when I planted by myself, I worried about technology and sales,” Wang said. “Now the cooperative handles all management and sales collectively. I only need to focus on farming.”

    In recent years, Meixian County has also introduced processing enterprises to boost the villagers’ income from the fruit. Last year, a total of 18,500 tonnes of fresh fruit and processed products were sold to markets as far as Southeast Asia and Russia, with sales reaching 154 million yuan.

    From Miaojia’s community canteen, to Lizu’s entrepreneurship, and to Meixian’s kiwi orchards, China’s rural revitalization unfolds through dedicated villagers, robust grassroots Party organizations, and the belief that the countryside will surely have an even brighter future.

    Interior and National Administration Cabinet Secretary Kipchumba Murkomen has reaffirmed the Government’s unwavering commitment to safeguarding the country from political violence and other security threats.

    Speaking during a church service at AIC Kamuneru in Mt. Elgon, Bungoma County, the CS assured Kenyans that the Government would remain firm in dealing with perpetrators of this menace.

    “I promise you, just pray for me, I’ll deal with those people one by one,” Murkomen said.

    “We will work together to make sure this country is safe,” he added, reiterating that the Government will continue to deploy all lawful measures to protect Kenyans and their property.

    The CS also commended local security agencies in Mt Elgon for their efforts in combating drug and substance abuse, and urged them to intensify efforts to curb cases of defilement and improve service delivery to locals.

    Murkomen to Gachagua: You are ‘father of violence’

    Interior and National Administration Cabinet Secretary Kipchumba Murkomen has rebuked impeached Deputy President Rigathi Gachagua, accusing him of fuelling divisive politics and violence and sponsoring criminal gangs, terming him the “father of violence”.

    “The reason Gachagua fears me is that I know him, and I know he’s the father of violence in our country,” Mukomen said.

    The CS also accused the former DP of double-speak and deceiving people, saying Kenyans were beginning to see through his political deception.

    “He has conned people for far too long, but I want to tell him, ‘You can con some people some of the time, but you cannot con all the people all the time,” he added.

    Murkomen’s remarks come in the wake of what he described as failed attempts by opposition politicians to mobilise protests on Thursday, June 25.

    He said some politicians were using violence and criminal gangs to advance their political agenda, warning that the government would take firm action against those found culpable.

    “Any person who is involved in recruiting gangs and criminals, we will deal with them decisively and in accordance with the law,” he said.

    Murkomen was speaking at the Kimwogo Grounds in Elgeyo Marakwet County at an event to promote the Kabiemit Community Empowerment Programme.

    The initiative, the brainchild of Elgeyo Marakwet County MP Caroline Ngelechei in collaboration with the OKM Foundation complements the government’s national development agenda through job creation, financial inclusion and broad-based growth.

    He was accompanied by Elgeyo Marakwet Governor Wisley Rotich, county assembly Speaker Lawi Kibire, MPs Gideon Kimaiyo (Keiyo South) and Marianne Kitany (Aldai), MCAs and other leaders.

    Unity among leaders is key to unity and development-PS Omollo

    Principal Secretary for Internal Security and National Administration, Raymond Omollo, has called on leaders across the country to embrace unity and work together in the interest of wananchi, saying that cohesive leadership is essential for promoting peace, development and social cohesion.

    Speaking during a church service and fundraising event at Ogwedhi Seventh-day Adventist Church in Suna East Constituency, Migori County, Dr. Omollo said the unity of leaders directly influences the unity of communities and creates an environment that enables development to flourish.

    “Today’s sermon spoke powerfully about unity. When leaders are united, the people become united. When leaders work together, communities prosper. Our churches become stronger, our institutions become stronger, and development reaches the people more effectively,” said Dr. Omollo.

    The Principal Secretary noted that leaders have a responsibility to rise above political differences and focus on issues that improve the welfare of citizens, particularly in regions that have historically lagged behind in development.

    He commended the spirit of cooperation demonstrated by leaders from Migori, Homa Bay and other parts of the region who attended the event, noting that such collaboration sends a strong message of inclusivity and shared purpose.

    Omollo said the Government remains committed to ensuring equitable development across the country through investments in infrastructure, education, healthcare and public service delivery. He noted that the Kenya Kwanza Administration is implementing deliberate interventions aimed at addressing historical disparities and ensuring no region is left behind.

    The PS highlighted ongoing efforts to bring government services closer to citizens through the establishment and operationalization of new administrative units, including locations, sub-locations and divisions. He said the initiative is intended to improve service delivery and strengthen the Government’s presence at the grassroots.

    “We have gazetted several administrative units across the country to ensure wananchi can access government services more easily. We will continue recruiting and deploying officers to strengthen administration and improve service delivery at the local level,” he said.

    Dr. Omollo further called on communities to support the Government by identifying men and women of integrity who can serve as Chiefs and Assistant Chiefs in the newly established administrative units.

    On development, the Principal Secretary said the Government is investing heavily in roads, schools, educational infrastructure and other public services to improve livelihoods and create opportunities for future generations.

    He urged residents of Migori County to take advantage of the Social Health Authority (SHA) programme by registering in large numbers to access affordable healthcare services. He noted that while Migori County had made progress in registration, more residents needed to enroll to fully benefit from Universal Health Coverage.

    Dr. Omollo also praised churches for their role in promoting moral values, peace and social transformation, saying places of worship remain important partners in nationbuilding.

    The event brought together national and county leaders, church leaders and members of the local community, who pledged their support towards the completion of the church’s construction project.

    Leaders present were Cabinet Secretary Treasury, John Mbadi, Governor Ochilo Ayacko (Migori), Governor Gladys Wanga (Homa Bay), Junet Mohammed (MP, Suna East), Phelix Odiwuor (Jalang’o), Mark Nyamita (MP, Uriri), Tom Odege, Walter Owino and Peter Kaluma (MP, Homa Bay Town).

    Kenya secures Ksh7.8B in cooperation support from Germany

    Kenya has secured a new financial and technical cooperation to the tune of Ksh 7.8 billion from Germany to support various government projects for the next two years.

    The deal finalised during the Kenya–Germany Biennial Government-to-Government Negotiations on Development Cooperation in Berlin covers the period 2026-2028 and will finance key priority programmes.

    According to Treasury Principal Secretary Dr Chris Kiptoo, the funding will support private sector development, trade and investment, digital transformation, technical and vocational education and labour mobility, renewable energy and e-mobility, climate action, irrigation, climate-smart agriculture, food systems and good governance.

    “We also welcome the indication that an additional KSh 4 billion for the energy sector will be considered in the coming weeks,” said Kiptoo.

    The two day event also sought to deepen cooperation in agribusiness and market access, labour mobility through technical skills and expanded language training, digitalisation and innovation, investment and tendering, and the growth of renewable energy, e-mobility, fintech and the Business Process Outsourcing (BPO) sector.

    Official data shows that exports to Germany have increased 75pc, from $203 million in 2021 to $352 million last year.

    “To unlock these opportunities, the Government of Kenya remains committed to addressing barriers related to market access, regulatory frameworks and logistics,” added Kiptoo.

    The agreement signed in the presence of Parliamentary State Secretary at the Federal Ministry for Economic Cooperation and Development (BMZ) Dr. Bärbel Kofler is further expected to strengthen bilateral trade between the two countries and increase German investments in Kenya where at least 120 German firms are based.

    Mombasa announces crackdown on unauthorised developments

    Mombasa County has initiated an immediate, county-wide enforcement operation targeting ongoing developments that fail to comply with approved planning conditions and other statutory requirements.

    The Department of Lands, Urban Planning, Housing and Serikali Mtaani stated that this exercise aims to restore compliance with planning laws, safeguard public safety, and foster orderly urban development.

    The county has noted a rising number of construction projects proceeding in violation of approved development conditions, despite prior enforcement notices and warnings issued to developers and property owners.

    Mohamed Hussein, County Executive Committee Member for Lands, Urban Planning, Housing and Serikali Mtaani, confirmed that the operation is underpinned by the Constitution of Kenya 2010, the County Governments Act 2012, and the Physical and Land Use Planning Act 2019, all of which empower counties to regulate development activities.

    “We have observed a significant increase in ongoing developments that do not comply with the conditions of approval and other legal requirements. Such developments pose serious risks to public safety, orderly urban growth and the environment,” Hussein stated.

    He cautioned that all ongoing projects found to be operating outside approved conditions would face enforcement measures, including legal action.

    “Developers and property owners must ensure they possess the necessary approvals and fully comply with all conditions attached to those approvals, as well as other statutory requirements. Those who fail to comply will be subject to appropriate enforcement action,” he warned.

    The county urged developers to verify that their projects meet all legal and planning requirements before proceeding with construction.

    Hussein reaffirmed the county’s commitment to consistent enforcement of planning regulations, stating that the exercise seeks to create a safe, sustainable, and well-planned built environment for residents.

    The enforcement operation is effective immediately across all areas of Mombasa County.
