    Sudan crisis threatens to hobble South Sudan’s transition, UN mission chief says

    United Nations Secretary-General’s Special Representative for South Sudan Nicholas Haysom says the cross-border impact of the crisis in Sudan is unfurling along multiple fronts calling for urgent action to ease rising tensions that has already resulted in deadly clashes.

    “Now is not the time to take our eyes off the ball in South Sudan,” Haysom  who also heads the UN mission in the country (UNMISS) told the Security Council on Tuesday. “What we can learn from Sudan is how quickly hard-won peace gains can unravel.” He added.

    He said that the Sudan crisis is reducing much-needed bandwidth to focus on South Sudan during its critical transition phase.

    While commending President Salva Kiir and regional body the Intergovernmental Authority on Development (IGAD) for advancing initiatives to end the Sudan conflict, he said the “timeline of the peace process in South Sudan should not be allowed to become the opportunity cost of these efforts”.

    Rippling effects

    The Sudan crisis, which began when rival militaries clashed in mid-April, has caused a broad range of ripple effects, among them the implementation of the Revitalized Peace Agreement in South Sudan, he said.

    The conflict has also strained Government capacities to receive thousands fleeing violence across the northern border and could hobble the economy.

    “Crude oil exports are an economic lifeline,” Haysom said. “If interrupted, as recently threatened, [it] could have devastating effects on the South Sudanese economy.”

    South Sudanese returnees comprise more than 93 per cent of the 117,000 people entering the country while fleeing the continued fighting in Sudan, he said, adding that the absorption capacity of the Government and humanitarians is under strain, notably in the border town of Renk.

    Deadly clashes

    At the same time, these factors are exacerbating existing triggers and drivers of conflict across South Sudan, including in Renk and Malakal, amid increased competition over scarce resources, economic hardship, pre-existing communal tensions, and the presence of firearms, he said, adding that two violent deaths had triggered deadly clashes with armed youth groups.

    At the authorities’ request, humanitarians have temporarily suspended the movement to Malakal of new arrivals from Sudan, he said.

    For its part, the UN mission’s prevention plan includes intensified patrols and reinvigorating its presence on the ground, he said.

    ‘Patchwork of conflict’

    “The flare up of tensions in Malakal only adds to the much wider patchwork of intercommunal and subnational conflict that the [UN] Mission is grappling with,” he said, highlighting such human rights violations as extrajudicial killings.

    After four years of incessant rainfall, an expected drought can threaten food security, he said, condemning attacks on humanitarians and the recent theft of seven tonnes of supplies from the World Food Programme (WFP) on the ground.

    With needs increasing and resources dwindling, humanitarian actors have had to redirect funding to address the influx of South Sudanese returnees who are fleeing the violence in Sudan, he said, noting that only one third of the current humanitarian response plan is funded.

    Politics and progress

    “As it stands today, South Sudan is not ready to roll out an electoral process,” he said, adding that all stakeholders recognizing the urgent need to address the issue. “We also believe that with a united effort amongst all parties, it may be possible for South Sudan to make up the gap.

    The constitution-making process is 10 months behind schedule and the election is nine months behind, he said.

    As such, he urged the relevant stakeholders to “double-down” on passing the National Elections Act in Parliament and operationalize the National Elections Commission, “so that the South Sudanese people can begin to decide the form and content of their new constitution and electoral system”.

    However, no electoral process can be credible and successful without adequate civic and political space for all citizens to participate in it, and a great deal needs to be done in this regard, he added.

    “The challenges are many in South Sudan, but I am hopeful that with cooperation, partnership, and sustained leadership, a positive change in the lives of the South Sudanese people can be achieved,” he said.

    Government will bring Al-shabaab to an end, CS Duale

    Defence Cabinet Secretary Aden Duale has said that President Ruto’s government is going to bring an end Al shabaab attacks both in the country and the neighbouring Somalia.

    Speaking during a public Baraza in Masalani town after meeting elders and community leaders on security matters, Duale said that the government will no longer allow any terrorist attack in any part of the country.

    At least 22 officers have died in the last two weeks in Garissa and Lamu counties while one suspected alshabaab terrorist was arrested last Thursday along Garissa- Dadaab road by a multi agency team.

    “We want to tell Al-shabaab, we will not allow you , come what, to come to any part of the Kenya to preach radical ideologies, kill our security officials and our citizens. Our defense forces will hunt you whether in our borders or inside Somalia and we will get you,” Duale said.

    “This administration is the one which will bring an end to terror attacks both in the country and in Somalia because we have a moral authority to defend our country and participate in regional peace and security,” he added.

    The CS said that the government in the next three months will buy sophisticated equipment to help the police and the Kenya defense forces in the fight against Al shabaab and that the government will not be intimidated in any way.

    Duale at the same time ordered all national government administrative officers to either stay on their duty posts on quit.

    “If you are an assistant chief or chief or deputy county commissioner, you just stay in your duty area. All government officials must stay in their stations, we will provide security to them,” Duale said.

    Interior and National administration Principal Secretary Raymond Omolo who accompanied the CS echoed Duale’s words that officials who do not stay in their duty areas must quit.

    Omolo also called for collaboration the locals and the security officials in the fight against terrorism in the country.

    “We have sat down with elders and community leaders and agreed that we must improve the security in Garissa county and we have to finish Al-shabaab,” Omolo said.

    “If there is any information to help us fight terrorism, please don’t hesitate to share it with us and we will act on it decisively,” he added.

    The PS said that his main work was to keep safe all Kenyans and their property and that he will endeavour to do so.

    Elders who spoke at the Baraza pledged to work with the government in fight against terrorism in the county.

    Th e elders said that they will not be chased away from their homes by the terrorists who have continued to attack security agencies on patrol along the roads.

    “We will not be chased from our country by terrorists. We made a declaration that we will fight against these people who are disturbing us in the forests. Today we are here to affirm that,” said Aden Shidow Dama, an elder in Garissa county.

    “We will not fear them, we will work with the government so that we chase them away,” he added.

    Ahmed Yusuf Ali, another elder Warned the residents against sympathising with the terrorists and instead report any suspicious persons to the security officials.

    “Every day our children are dying from land mines and we will not accept that to continue” Ali said.

    Pastor Dorcas seeks partnerships in Berlin for boy child, widows, orphans, PWD programs

    The spouse of the Deputy President, Pastor Dorcas Rigathi, was hosted at the Kenya house by the Ambassador of Kenya to the Federal Republic of Germany, Tom Amolo and wife Nosi-Kekana Amolo.

    The key agenda for the visit by Pastor Dorcas in Berlin was to attend the Special Olympics World Games and support people with intellectual disabilities, and unified teams from Kenya who were competing in the games.

    At the Kenya House, Pastor Dorcas shared her vision of ‘A Dignified Future for Vulnerable Populations’ which includes the boy child, widows and orphans, and people with disabilities.

    “Any country or community that does not take care of the vulnerable is heartless and will not go very far.”

    “For the longest time, we have caused pain to the people we should be relieving pain. We take the PWDs to schools, but the institutions do not have the infrastructure to accommodate them comfortably. It is time we changed our mindset and how we look at PWDs,” said Pastor Dorcas.

    She also called on Kenyans in Berlin to partner with her programs and dignify the lives of the vulnerable in their home country.

    “Let us come together, and dignify the lives of the vulnerable so they feel like human beings. We took some men to the rehabilitation centres, and they were moved to tears because they had a warm bed to sleep in and food to eat. Basic things we take for granted,” she added.

    Ambassador Amolo assured her that in Berlin, they had embraced her vision, which included the PWDs, and also the bottom-up economic empowerment model in Kenya.

    “Here in Berlin, we have embraced the vision of the government that seeks to include everyone, especially those who have been excluded, from the bottom-up,” said the Ambassador.

    Deputy Head of Mission, Ambassador Dr Esther Mungai, appreciated Pastor Dorcas for sharing her vision in Berlin.

    “We have seen your work through the media, and today, we appreciate and are more familiar with your work and duties in our nation, Kenya. Attending the sports events with you, I saw firsthand the passion you have as you interacted and encouraged those who are differently abled,” said Dr. Mungai.

    Also present at the Kenya House were the Head of the Chancery, Valerie Rugene, and Special Olympics Kenya Chairman, Thuo Cege.

    Kenya was represented in the games by 66 players who took part in athletics, badminton, volleyball, beach volleyball, football, golf, basketball, cycling, and handball.

    The different sports games were held at the Olympia Stadium, Messe, City Cluster, Europasportpark, Wannsee, World Berlin, Berlin-Grunau, and Bad Saarow.

    Pastor Dorcas, together with Kipipiri MP Wanjiku Muhia, accompanied the Kenya Team during the grand opening carnival at the Olympia Stadium on Saturday. The games are slated for June 17–25, 2023.

    Court issues warrant of arrest against political activist, Abdul Majid

    A Mombasa court Tuesday issued a warrant of arrest against a London based Kenyan political activist, Abdul Majid Ali Al Busayyid accused of false social media publication of Joho family, Mombasa Governor Abdulswamad Nassir and County Assembly Speaker Aharubi Khatri.

    Senior Resident Magistrate Rita Orora directed for the immediate arrest of Al Busayyid alias Dr Amkeni after he failed to appear for the hearing of his case.

    Orora further issued a sermon to a surety, who undertook to commitment that the accused will avail him throughout the trial.

    This followed a two day cat and mouse game between defense counsel, Siyam Seif on the one hand and on the other hand, Prosecution Counsel Victor Simbi and Joho family lawyer Paul Buti.

    On Monday, Seif told the court is admitted at Kenyatta National Hospital, Nairobi and sought for an adjournment for a two day hearing of the case.

    Lawyer Buti vehemently opposed the application arguing that the court should not allow the application without proper proof of medical report from the hospital.

    “Such information can only be verified with a treatment note from the doctors at the hospital where the accused is allegedly being admitted,” he added.

    The prosecution also submitted that without such a report the court should assume the suspect has deliberately absconded from trial.

    Orora adjourned to Tuesday to allow the accused’s lawyer to avail the medical treatment to prove her client is admitted in hospital.

    When the matter came up for hearing on Tuesday, the defense informed the court that they have lost contact with their client, which prompted the prosecution to apply for cancellation of his bond, issuance of an arrest warrant and summoning of the surety.

    Abdul Majid alias Dr Amkeni is accused of publishing on his Youtube account that former Mombasa Governor Hassan Joho’s elder brother, Abubakar Joho is engaged in drug trafficking.

    He also alleged that Joho grabbed 60 acres of land at Hussein Dairy, an act he knew was likely to discredit the business man.

    The suspect was also charged with knowingly publishing false information that Mombasa Governor Abdulswamad Sharif Nassir misused funds meant for persons living with disabilities to host Raila’s birthday party – an act which is likely to discredit his reputation.

    He also allegedly published false information against Mombasa County Assembly Speaker Aharubi Khatri, and Abubakar Joho alleging that they illegally imported firearms from Afghanistan and Pakistan and sold them to the Alshabab militants in Somalia.

    The suspect pleaded not guilty to the offences he allegedly committed on diverse dates between March 9, 2021, and January 20, 2023 at an unknown place.

    Kenya chairs IGAD Quartet Ministerial Meeting

    Convening of such a face-to-face meeting would be vital in achieving sustainable peace and advancing the peaceful transition to democracy and civilian rule in Sudan.

    This, according to the Inter-Governmental Authority on Development (IGAD) Quartet Ministerial meeting chaired by Kenya’s Foreign Affairs Cabinet Secretary Dr. Alfred Mutua on Monday on the situation of Sudan.

    The IGAD Quartet Ministers further noted that the convening of such a face-to-face meeting would be vital in unlocking key issues, among them being the cessation of hostilities and the delivery of critical humanitarian aid to affected citizenry.

    Similarly, the meeting noted the significance of a potential face-to-face meeting between the two leaders to the conflict in Sudan, pointing out that this would be a welcome development in fostering a comprehensive all-inclusive political process in Sudan.

    At the same time, CS Mutua reiterating Kenya’s commitment to collective leadership, trust and transparency during the mediation process, consistent with President William Ruto’s desire for inclusive dialogue between the Sudanese parties and a peaceful resolution that benefitted the peoples of Sudan and of the region.

    The convening of the IGAD Quartet Ministerial Meeting was in accordance with the 14th Ordinary Session of the IGAD Assembly of Heads of State and Government that assembled in Djibouti on June 12th, 2023.

    The Ministerial Meeting was held virtually, with the participation of the Foreign Ministers of Djibouti, Ethiopia and South Sudan.

    In addition, the IGAD Executive Secretary, as well as the African Union’s Commissioner for Political Affairs, Peace and Security (PAPS) participated in the virtual Ministerial Meeting, whose stated objective was to discuss the ongoing crisis in Sudan and to establish a coordinated response, consistent with the directives of the 14th Ordinary Session of the IGAD Assembly of Heads of State and Government.

    From the deliberations, the IGAD Quartet Foreign Ministers observed the importance of comprehensively implementing the decisions and directives of the 14th Ordinary Session of the IGAD Assembly of Heads of State and Government and in accordance with the IGAD Roadmap for Peace in the Republic of Sudan.

    Additionally, the meeting resolved to welcome the Jeddah process and the recent 72-hour ceasefire Agreement facilitated by the Kingdom of Saudi Arabia and United States of America and the opportunity it has created to allow humanitarian access for the delivery of aid to affected civilian populations.

    As well as launch an all-inclusive political process aimed at achieving sustainable peace and peaceful transition to democracy and civilian rule to be hosted by the Republic of Kenya in mid-July or the first week of August 2023.

    The quartet ministers resolved to designate Senior Officials to coordinate the IGAD Quartet group of countries work and provide technical and advisory support as well as appoint an IGAD Special Envoy for the Republic of Sudan as presented by the IGAD Executive Secretary and approved by the IGAD Council of Ministers to coordinate and lead mediation efforts.

    Deputy President Rigathi Gachagua Monday opened this year’s Kenya Water and Sanitation Conference and Exhibition in Mombasa county on behalf of  President William Samoei Ruto.

    The conference themed “Harnessing Technology and Innovation to accelerate access to safely managed water and sanitation for all” seeks to explore technology in accelerating water and sanitation access.

    The Kenya Kwanza government in its Manifesto promised to ensure that all Kenyans are able to access clean water and the conference brings together stakeholders in the sector to deliberate on fast ways to leverage emerging innovative technological solutions to accelerate achieving the plan of providing water and sanitation for all.

    The conference comes at a time when the country has experienced major challenges occasioned by climate change. The DP has urged the stakeholders to utilize the time to share experiences as well as knowledge that will aid in getting through different climatic conditions.

    Deputy president Rigathi Gachagua has assured Kenyans that they will continue reaching out to partners through the public private partnership program to establish projects that will accelerate achievement of a water sufficient country.

    The Government has continued to call on county Governments to work with the national government in addressing the water challenges.

    Illicit alcohol trade denies government Kshs 71B in annual taxes

    Kenya loses an average of Kshs. 71 Billion in taxes annually as a result of the proliferation of the sale of illicit alcohol in the country.

    This is according to a report released by Euromonitor Consulting which was commissioned by the Alcoholic Beverages Association of Kenya (ABAK) on the impact of illicit alcohol on the Kenyan economy.

    The report also reveals that the volume of illicit alcohol sales has recorded strong growth in value since 2020 to stand at Kshs. 67 billion, reflecting its wider distribution and increased preference, especially in low-income settlements.

    The popularity of illicit alcoholic beverages which are often sold at a lower price than legal drinks, has been fuelled by the non-compliance with tax and excise regulations.

    The low price of illicit drinks, high taxes, costly raw materials to produce safe alcohol, as well as easy accessibility through street vendors, licensed liquor shops, grocery retailers, bars, and other hospitality outlets, has been cited as one of the reasons why illicit alcohol has become more affordable.

    The main target for counterfeiting is the mass-market, high-volume brands that comprise a mix of mid-market and premium spirit brands followed by high-quality cider and beer. Illegal traders are also interested in ethanol, driven by increasing demand from illicit commercial alcohol manufacturers.

    Quinton Walker, a Senior Consultant at Euromonitor International noted the presence of weak border patrols, widespread corruption, and unmanned entry points along Kenya’s borders continue to provide a safe passage for illegal traders to conduct their business.

    “Illicit ethanol traders have resorted to smuggling ethanol into the country taking advantage of rising local ethanol demand, price differences and higher ethanol availability in Tanzania and Uganda. The most preferred border routes are Isibania and Shimoni (Kenya-Tanzania), Mbale and Busia (Kenya-Uganda) and Moyale (Kenya-Ethiopia) are popular routes.” Walker noted.

    The report proposes the enforcement of the law to make it illegal for any person who involves himself in the production, distribution, or sale through licensed or unlicensed outlets will be considered criminal activity and be subject to punishment by the law.

    It also calls for more consumer awareness campaigns on the dangers of consumption of illegal alcohol highlighting the health effects on the human body. This will act as a deterrent and help reduce engagement in illicit alcohol production.

    CS Tuya explores partnership opportunities in ecosystem restoration

    Environment Cabinet Secretary Soipan Tuya Monday explored opportunities for partnership in ecosystem restoration including wetlands with the Director of the United Nations Forum on Forests (UNFF), Juliette Biao Koudenoukpo.

    The Ministry has prioritized restoration of wetlands as part of the Government’s flagship programme to raise Kenya’s tree cover to 30pc by 2032 through the 15 billion national tree growing programme.

    Also discussed between the CS and her guest was the participation of UNFF in the September 4th-6th Africa Climate Summit in Nairobi.

    Elsewhere, the Africa Climate Summit (ACS) CEO Joseph Ng’ang’a Monday led an ACS delegation to Ethiopia for a meeting with the Africa Union Commission (AUC) officials led by Senior Policy Officer, Leah Wanambwa at AUC headquarters in Addis Ababa.

    The ACS and AUC team discussed preparations for the inaugural Heads of State and Governments meeting that will be co-hosted by Kenya and AUC in Nairobi from September 4th to 6th in Nairobi, alongside the 2023 annual Africa Climate Week.

    Also discussed was the ACS’s concept note which among other provisions, outlines the theme, key agenda, objectives and expected outcomes from the high-level Conference, to be packaged in a declaration.

    AU condemns killing of 42 students in Uganda-Congo border

    The African Union (AU) has strongly condemned the heinous and shocking terrorist attack by suspected Allied Democratic Forces (ADF) militia, that targeted a secondary school in Western Uganda, near the border with the Democratic Republic of Congo, that left at least 42 students dead, more injured and others unaccounted for.

    The Chairperson of the African Union Commission, Moussa Faki Mahamat has expressed his condolences to the loved ones of the victims, and wished a full recovery to the injured students.

    Mahamat reiterated the need for an urgent holistic regional approach to address the threat posed by all terrorist and armed groups operating from the Democratic Republic of Congo, to ensure regional security.

    The Chairperson has also reaffirm the African Union’s continued and unwavering solidarity with the Ugandan government and people during this painful period of national loss.
