MPs recommend suspension of NEMA DG over River Athi Pollution

The national assembly committee on public petitions has recommended suspension of National Environment Management Authority (NEMA) Director General Mamo Boru Mamo over failure to address River Athi pollution.

The committee led by Kitui East MP Nimrod Mbai made the conclusion after visiting the polluted river downstream at Mwala, in public hearing exercise following a petition by residents through area legislator Vincent Musyoka.

“We have seen the situation upstream from the polluters and now downstream to the consumers and our first recommendation as committee is that director general of NEMA has to be suspended immediately and his duties assigned to someone else with a capability of enforcing cleaning of the river so that our people stop dying of cancer everyday” said Mbai.

Mbai observed that continuous pollution of the river will make the multi Billion Thwake Dam project meaningless. “Thwake Dam will become another dumpsite.”

The petitioner said that a comprehensive data collection to confirm the number of cancer related deaths was long overdue. Musyoka reaffirmed that after the research the locals will attach the blame to the pollutant’s ‘demand’ financial compensation for loss of lives.

The committee revealed that it had conducted chemical analysis of River Athi waters and revealed shocking results of contaminations with dangerous carcinogenic elements.

“We have seen water that looks like that of a sewage, and this is what people rely on for domestic use. The Government must move swiftly to contain industrial pollution by factories upstream to save our people,” said Edith Nyenze, MP Kitui West.

  • African leaders urge Russia and Ukraine to negotiate, resolve war diplomatically

African leaders urge Russia and Ukraine to negotiate, resolve war diplomatically

African leaders have urged Russia and Ukraine to settle the war between them through negotiations and diplomatic means.

South Africa President, H.E Cyril Ramaphosa who led a delegation of African leaders to Ukraine yesterday, said the conflict is affecting Africa negatively and that there was a need to de-escalate it.

The leaders from seven African countries visited Kyiv, as part of a mission aimed at brokering peace between warring countries of Russia and Ukraine.

“In our view it’s important to listen carefully to what both countries have to say. We are also going to listen to President Putin with regard to how he sees the road to peace. But we also take in cognizance of a number of other proposals that have been made by a number of other parties around the world and we do believe that this process for peace as much as it is complex, it requires that all viewpoints must be put on the table,” President Ramaphosa told  the media shortly after a closed door peace mission meeting with Ukrainian President Volodymyr Zelenskyy in Kyiv.

“This war must be settled and there should be peace through negotiations and diplomatic means, and we should advance towards that peace because all wars in the end do come to an end. And we believe that this war should be brought to an end as quickly as possible,” he added.

On his part, President Zelenskyy rejected the idea of peace talks with Russia, which he said would simply freeze the war in Ukraine. “I clearly said several times at our meeting that to allow any negotiations with Russia now that the occupier is on our land is to freeze the war, to freeze pain and suffering,” Zelenskyy told the press.

“The only thing Russia is interested in is producing more missiles and committing more crimes against the UN Charter. Any negotiations is considered by the Russian leadership as the ability to gain more force and even to have more aggression against Ukraine,” he further stressed.

President Zelenskyy also extended invitations to African leaders to participate in a global peace formula summit.

“I saw the prospects of our work on specific points of the peace formula, and, certainly, I invited the African states to participate in the peace summit that we are preparing.”

In his speech to the Halifax International Security Forum on 19 November 2022, President Zelenskyy offered his view on what must be negotiated to end the war. In what he labeled the “Ukrainian Peace Formula,.

He laid out ten issue areas that require resolution in order to secure a durable peace and to “make Russian aggression impossible”.

Other leaders who attended the mediation meeting include; the former Ugandan Prime Minister and Special Envoy, the Rt. Hon. Dr. Ruhakana Rugunda who represented H.E Yoweri Kaguta Museveni- the President of the Republic of Uganda, H.E Macky Sall- the President of Senegal, H.E Azali Assoumani – President of Comoros who also doubles as the current Chair of African Union (AU), H.E Hichilema Hakainde- the President of Zambia, H.E Mostafa Madbouly- Prime minister of Egypt and a Special Envoy representing the President of Congo Brazzaville.

The leaders will now proceed to Russia to meet President Vladimir Putin over the same cause of discussing a potential peace plan to resolve the Conflict. The war which has taken more than a year has fueled economic insecurity around the world.

  • Pastoralists in Isiolo urged to embrace beekeeping to diversify source of livelihood

Pastoralists in Isiolo urged to embrace beekeeping to diversify source of livelihood

Members of pastoralist communities in Isiolo County have been urged to embrace beekeeping as an alternative source of livelihood, amid rise in market demand for honey from the region.

Speaking during a capacity building meeting organized by E4Impact and the County Government of Isiolo for groups interested in beekeeping in Garbatula Sub County, the County beekeeping officer Mathew Verono noted that there was a rise in demand for honey from the region due to presence of indigenous trees where bees derive nectar, yet there were few farmers practising beekeeping in the region.

He called upon the locals to consider investing in beekeeping as a sure way of earning revenue, while also providing an alternative source of livelihood instead of relying on livestock that are also prone to death once drought strikes.

Verono noted that the honey refinery in Isiolo town sorely relies on honey from other Counties like Tharaka Nithi and Meru to keep it going, since Isiolo County produces very little honey despite the huge potential it possesses.

The Project Officer at E4Impact Leonard Ekea said that through the building Drought Resilience in Isiolo County (DRIC) project that is being funded by the European Union, the organization is committed to sensitize the local community and capacity build them to embark on honey value chain development in order to tap into the largely unexploited sector.

He noted that there is a good market for honey from the region, but the challenge lies in production. Ekea further said that in partnership with the County Government of Isiolo, the organization is also seeking to bring together individual beekeepers and also groups that do beekeeping to come up with aggregation centres so that all the honey produced in various parts of the County can be collected and refined together, arguing that beekeepers will get better returns on their investment if the honey volumes are big enough for sale even to the international market.

Irine Nkunja, a reknowned beekeeper, trainer and mentor encouraged women to consider venturing into the beekeeping sector instead of just relying on their spouses to provide for their household.

Various groups and individuals interested in beekeeping in Kinna ward converged at the Malka Bisanadi cultural village and received training on modern ways of beekeeping for optimal production of honey and other products such as pollen, propolis, wax and royal jelly among others.

Kenya and UNCTAD to champion global trade

Kenya and the UN Conference on Trade and Development (UNCTAD) will work together to champion matters on global trade and development.

President William Ruto and UNCTAD Secretary-General Rebeca Grynspan agreed that was a promising path to growth.

This, they added, was also key to integration and uplifting developing countries.

The UNCTAD Secretary-General said the agency will launch its African Report in Nairobi in August.

The report will, among other things, assess Kenya’s e-commerce level. The two spoke at a meeting in Geneva, Switzerland.

President Ruto had earlier Thursday addressed the International Labour Organisation World of Work Summit.

He said Kenya has the financial infrastructure to support e-commerce.

The President said Kenya’s global leadership places it in a unique position to drive the growth of e-commerce.

“Kenyans are tech-savvy and online financial services have moved the bankable population from a low of about 30 per cent to about 80 per cent,” he said.

This foundation, he noted, had enabled the government to move thousands of services online.

The government, President Ruto explained, has been onboarding public services online. In September last year, only 320 government services were online.

“Since then, more than 4,000 services have gone online and will hit the 5,000-mark by the end of June, ” the President said.

The government’s programme to install 25,000 WiFi hotspots at markets and urban centres is also on course.

  • Enhance own sources of revenues, Counties urged

Enhance own sources of revenues, Counties urged

The Government has challenged counties to boost the Own Source Revenue (OSR) to meet their fiscal deficits.

Prime Cabinet Secretary, Musalia Mudavadi said counties must be more robust in terms of untapped areas of revenue collection to not only enhance their tax base but also make them better functioning entities.

“We need to get our counties becoming more robust and we look forward to a situation where one day the Kisii Governor, for instance, will be the one lending money to the National Government,” said Mudavadi

“In the past, there is something that went wrong, which was governing our entities and at that time they were not drawing money from the National Government, there was no revenue share but the same local governments were able to pay salaries… What happened when the revenue share mechanism came in, did we encourage some measure of laxity? This is an area that needs to be done very fast,” he added

Even as he challenged counties to improve on tax collection and get more people within that framework, the PCS said they must bear in mind that they are also dealing with a major economic issue, which needs to be managed carefully.

“How do you make your counties competitive? Taxation is elastic. On revenue collection, you must figure out on what you would do to make sure that you are not taxing investors out of your city because with excessive taxation you can drive them out of town and erode own tax base. Explore a balance of this,” said Mudavadi

He made his remarks after delivering the Deputy President Rigathi Gachagua’s speech during the official opening of Inaugural conference for Local Government Revenue Initiative (LoGRI) conference in a Nairobi hotel.

Gachagua made similar sentiments, noting that enhanced county OSR is premised on the need for enabling counties to expand and improve service delivery, county financial autonomy in fulfillment of devolution and overcoming constraints in external funding.

Similarly, he said OSR will promote better remuneration to county staff because enhanced it may imply better pay for county workers and better enumeration increases productivity.

“Justification for enhanced county OSR is also premised on the need for accountability and efficient revenue management for OSR compliance. Ratepayers and consumers of County services will demand better service delivery from the OSR collected. Mismanagement of OSR automatically leads to non-compliance in the collection of OSR and poor service delivery,” Gachagua stated.
