The Office of the Spouse of the Deputy President Pastor Dorcas Rigathi is set to pilot a heath village rehabilitation centre in the country after a successful benchmark in Israel. Pastor Dorcas said in the health village addicts will be engaged in Agribusiness, Technical training through TVETs while undertaking the de-addiction.
Pastor Dorcas was speaking when she witnessed the signing of an MOU between the National Authority for the Campaign Against Alcohol and Drugs-NACADA and the Association of Pentecostal and Evangelical Churches-APECK at the Deputy President Karen Residence.
Pastor Dorcas is the Patron of APECK in the country.
“We are piloting on what we are calling the health village. A health village is where the rehabilitation is within the community, and it is done in such a way when you rescue the drug addict they come into the rehabilitation Centre and within there they are going to be trained, in a vocational training Centre and have sporting activities within the same facility ,digital hubs as well as Agribusiness. “She said.
This comes after Pastor Dorcas completed a successful benchmarking program in Israel last month through the invitation of her friends in Israel. During her visit in Israel Pastor Dorcas toured 5 villages which have had successful rehabilitation programs.
“The signing of this MOU is a bold move and a strategic enabler by APECK and NACADA towards a sober society. “She said.
Deputy President Rigathi Gachagua has pledged continuous government support towards a drugs free nation. Speaking during the signing of an MOU between the National Authority for the Campaign Against Alcohol and Drugs-NACADA and the Association of Pentecostal and Evangelical Churches-APECK at the Deputy President Karen Residence the DP said the Government will put all efforts to fights drugs and substance abuse in the country.
“I am sure we will have a good country where people do the right things, and where people don’t take advantage of the frustrations of the young people for lack of employment to sell them illicit alcohol, drugs and other substance. “He said.
The Deputy President thanked religious leaders for their continuous support towards the boychild program run by Pastor Dorcas. DP Gachagua pledged to support the program.
Under the MOU the two organizations will conduct public education and advocacy, sharing of technical expertise as well as relevant information, mentoring and coaching and skilling the addicts with entrepreneurial skills. NACADA will also train the clergy on detection of drug addicts.
NACADA also called on churches to establish community rehabilitation centers.
The office of the Spouse of the Deputy President is targeting to rehabilitate at least 12,000 addicts by the end of this year. So far hundreds are already under a rehabilitation program in Timau,Meru County and other parts of the country.
Others who have signed MOU with NACADA SUPKEM, EAK,NCCK,Catholic church and the Seventh Day Adventist.
NACADA CEO Prof. John Muteti blamed the increased cases of drug and substance abuse to corruption within the systems.
“This war (on drugs) sometimes has not succeeded and one of the reasons is corruption. I have always wondered if there is somebody brewing illegally if there is somebody operating an alcoholic outlet illegally in a particular town, if there is somebody selling bhang in that particular town the assistant chief, the chief, the DCI, the OCS and all the other, are you telling us they have no idea that it is happening? “He asked.
The CEO of the Association of Pentecostal and Evangelical Churches of Kenya Bishop Geoffrey Gichuki pledged a strong working relationship between the two organizations towards a sober nation.
Other religious organizations that have signed MOUs with NACADA included SUPKEM, NCCK, EAK, The Catholic Church and the Seventh Day Adventist.
The Indian Ocean Commission (IOC) has been awarded the “Meritorious Achievement” award by the International Monitoring, Control and Surveillance (IMCS) Network in recognition of its significant impact in the fight against illegal fishing worldwide.
The award was presented at the 7th Global Fisheries Enforcement Training Workshop (GFETW) in Halifax, Canada, recognizes the IOC outstanding efforts in implementing the Regional Fisheries Monitoring Plan (PRSP) over a 15-year period in the southwest Indian Ocean region.
“We are proud of this added international recognition,” said Vêlayoudom Marimoutou, Secretary General of the Indian Ocean Commission and added, “Such an accolade is further proof of the usefulness and relevance of our regional system which runs smoothly thanks to the commitment of the nine participating States that pool their resources and information, and through our partnership with the European Union.”
While underpinning the spirit of cooperation, resulting in a real deterrent effect on illegal fishing, Marimoutou added that Regional Fisheries Monitoring Plan, funded by the European Union (EU) through various programs such as ECOFISH, and by Région Réunion through FEDER/INTERREG funds, has had a substantial impact in reducing the number of fishing infractions in the southwest Indian Ocean region.
The Chargée d’affaires of the Delegation of the European Union to the Republic of Mauritius and the Republic of Seychelles Manuela Riccio said that the Regional Fisheries Monitoring Plan, is part of the efforts of IOC Member States and a few coastal States in the Southwest Indian Ocean in the active fight against illegal fishing.
“It promotes information exchange, maritime and aerial surveillance missions as well as observation missions, said Manuela Riccio and added, “A notable achievement is the significant decrease in irregularities in the region’s fishing industry.”
The latest regional fisheries surveillance missions at sea have revealed that practically all vessels operating in the region are now complying with regulations, which is a striking contrast to the controls carried out by the first regional patrol in 2007, when 25% of the vessels inspected were in breach of the law.
This considerable progress is the result of a fruitful collaboration among several countries, including Comoros, Kenya, France/Reunion, Madagascar, Mauritius, Mozambique, Seychelles, Somalia and Tanzania.
The awards ceremony during the 7th Global Fisheries Enforcement Training Workshop (GFETW) in Halifax, Canada brought together about 180 technicians, experts and key decision-makers representing 52 countries, all committed to the cause of fisheries monitoring, control and surveillance.
President Ruto is leading an inclusive administration keen on accommodating and serving all Kenyans irrespective of their political leanings, Chief of Staff Head of Public Service Felix Kosgey has said.
Kosgey reiterated that Ruto’s government will carry out development all parts of the country notwithstanding the voting patterns witnessed during last year’s general elections.
“As a government, we will ensure that development is in each and every corner of this country, regardless of the position the county or constituency is, we are going to cover the entire country,” he said
Speaking during a thanksgiving ceremony in Rarieda constituency, Siaya County Friday, Kosgey reiterates that every Kenyan will enjoy equal opportunities and services from the government.
“Everybody will be treated equally in Kenya. The resources from all Kenyans in terms of taxes will be used to develop every village, division, and sub-location. And we are not using development to persuade people, it is our duty,” said Kosgey
He was flanked by the ICT cabinet secretary, Eliud Owalo, principal secretaries Belio Kipsang’ and Dr. Raymond Omollo, and a host of members of parliament and senior government officials.
The head of public service said the government’s commitment to service to Kenyans without discrimination was not a move to persuade anybody.
He called for commitment amongst public servants, adding that citizens must get the best out of their taxes.
“There is no room for corruption” declared the head of public service who also warned the public against consumption of illicit liquor,” he warned
Information, Communication and the Digital Economy Cabinet Secretary Eliud Owalo urged Nyanza residents to support the government of President Ruto who, he added, has showed commitment towards development of the area.
“Let no body cheat you that there will be any change of government in between here. There will be no change of government up to 2027 and perhaps up to 2032” said Owalo
He said that the region’s only choice is to work with the government of the day.
The Principal Secretary for Interior Dr. Raymond Omollo told National Government Administrative Officers to ensure that they propagate government policy to the public.
He assured them that they had the backing of the government, led by the president.

In what appears a busy day for the head of state, Ruto is scheduled to commission Githurai Water Supply Project, Ruiru Constituency at 9 am.

At 11.30 am, the President will make a stop at Kenol Town in Maragua Constituency for a meet the people event.
The President is also scheduled to commission Kagio Water Supply Project, Ndia Constituency in Nyeri at around 1 pm, before proceeding to Baricho.
He is then expected to make a stop in Karatina town, before proceeding to commission Marua-Gatung’ang’a-Chieni-State Lodge Road in Mathira Constituency.
A roadmap for the development of Russian-Ethiopian cooperation in the field of the peaceful use of atomic energy was signed on the sidelines of the Russia — Africa Economic and Humanitarian Forum.
The document was signed by Alexey Likhachev, Director General of ROSATOM, and Belete Molla, Minister of Innovation and Technology of the Federal Democratic Republic of Ethiopia.
The roadmap defines the concrete steps that the parties will take in 2023-2025 to explore the possibilities of building a large or small nuclear power plant, as well as a Center for Nuclear Science and Technology in Ethiopia.
The two parties plan to work together to develop Ethiopia’s national nuclear infrastructure, organize technical tours and seminars, and hold meetings of specialized working groups.
Former Lawmaker Swarup Mishra has made a case for transfer and utilization of Russian medical technologies in Kenya and Africa. He said effective Cooperation with Moscow in Healthcare will help the continent address its health challenges.
He said introduction of innovative drugs and medical products to the African market, improving the accessibility of medical education, and ensuring continuous availability of strategically vital medicines and medical devices for citizens should shape the two sides’ cooperation agenda on health.
Mishra, who was one of the panelists on health during the Russia-African Summit, says the medical technologies from Russia are unique and advanced and can be used to treat conditions that now remain a major challenge to the country particularly the non-communicable diseases.
“The most challenging health conditions such as non-communicable diseases can be handled using Russia’s advanced medicine solutions. We should import more Russian medical technologies to Kenya and Africa,” he said in an event organized by the Roscongress Foundation’s Russia’s Healthy Life project.
City drugs, innovations, technologies from Russia, he believes there have been less or inadequate information and exposure to country’s cutting edge technologies in the sector, which he says are amongst the best in the world.
“Our African countries have less and inadequate information and exposure to Russia technologies as well as Russia’s health facility landscape. Russia is ready for partnership, technology transfer and training with us and it is time we collaborate extensively,” he told Eric Biegon of KBC Digital
Amid his call, Mishra, who is the Chairman of Mediheal Group of Hospitals in Africa and Middle East expressed optimism saying Kenya under President William Ruto is making huge strides in efforts aimed at providing quality and affordable he healthcare for all.
“Universal Healthcare Coverage is at the center of President William Ruto’s development agenda. He is a great advocate and great voice on UHC. I believe the President is making huge strides in efforts aimed at providing quality and affordable healthcare for all,” he reiterated
In President William Ruto’s health agenda, the government is keen on reversing a trend where almost 60 per cent of patients go to referral institutions instead of dispensaries, health centres, or Level 3 or 4 hospitals because there are no health professionals at the same medical facilities, or there are no drugs.
“We must figure out how to start at the bottom of the pyramid. Starting with the dispensary, while the community health worker will be empowered sufficiently to deal with challenges at the roots,” he said.
“If the dispensary is working, if the health centre is fine, that’s the only way Level 4-5 hospitals will work,” added the President when he made public his plan on investments in healthcare sector
With Moscow expressing willingness to effective cooperation, Mishra believes this presents a myriad of great opportunities for President Ruto’s agenda to turn around Kenyans health sector fortunes.

A prominent highlight among these events was presentation of the ‘Medicine cluster,’ jointly organized by the Healthy Life project and the Ministry of Health of the Russian Federation, with the backing of the Ministry of Industry and Trade of the Russian Federation.
During the health sessions, 25 prominent Russian organizations representing the country’s pharmaceutical industry displayed the latest advancements and best practices in domestic healthcare, as well as demonstrate breakthrough scientific and technological developments in medicine and pharmaceuticals to official foreign delegations. Additionally, the cluster will highlight Russia’s leading medical universities and advanced medical institutions, including medical tourism centres.
The Aviation Industry Corporation of China (AVIC) in conjunction with the Government of Kenya through the Ministry of Education will stage the Africa Tech Challenge for the next one month ending August 25, 2023, targeting contestants from Kenya, Uganda, Ghana, Egypt, Zambia, Tanzania, Cote D’Ivoire and Zimbabwe.
The tech challenge, started in 2010 and now in its Eight Season, will be hosted at the Technical University of Kenya amid optimism from sector players that it marks a pivotal moment in collective pursuit to push the boundaries of human potential, which will create opportunity to showcase skills, creativity and problem-solving abilities at the intersection of science and technology.
“Through this partnership, 154 TVET institutions have been equipped with modern equipment enabling them to produce graduates with a hands-on experience to meet the current labour and industrial demands,” said Principal Secretary for Technical and Vocational Education and Training (TVET) Dr. Esther Muoria.
She noted the world is now at a stage where technology is the driving force behind progress and innovation.
“It has revolutionized the world, shaped industries, economies, and connections with one another,” she said
She asked the participants to embrace the challenge with an open mind, embrace failure as an opportunity to learn and grow, and leverage on collaborations as a means to unlock potential because the world needs ideas, creativity and passion for technology to address the emerging and pressing issues facing the country and the entire globe, with a view to shaping a better tomorrow.

AVIC representative in Kenya Ma Changyuan reiterated that the challenge will focus on the rapidly developing construction industry, notably the design component.
“Contestants will be able to boost design abilities, especially in reading and drafting construction drawings using cutting-edge technology tools and the winners will be awarded internships and job opportunities among other rewards,” he said.
He added that participants will receive certificates to show their participation and to highlight the skills they learned during the session.
Further, Technical University of Kenya (TUK) acting Vice Chancellor Prof. Paul Shiundu announced that the choice of the facility as the hosting institution was not in vain and should meet every aspect of the expectations, objectives and aspirations.
TUK offers training path for candidates who have developed through the Technical and Vocational Education and Training (TVET) programme.
He added that the institution will continue to provide leadership in the TVET at the apex of technical and vocational education and training.
The aim of the ‘Season 8’ challenge is to ensure that the immense benefits of Technology can be made to endure and thus provide a solid base for the only kind of development in our times that is really worthwhile and sustainable.
“Working together with the AVIC International Holding Corporation, we will all be able to mobilize and bridge our skills and the industry for the benefit of ourselves in technology advancement and also in technology transfer,” Prof. Shiundu said.
For this year’s competition, vocational institutions will create teams of four, with one instructor and three students under the age of 24.

The process to fill the vacant position of Director of Public Prosecutions has reached the homestretch with the selection panel drawing a list of persons to be interviewed for the post.
The final list, according to a statement released Saturday by the panel, has names of notable figures such as Thomas Letangule, Taib ali Taib, Danstan Omari, Jacinta Nyaboke, Victor Mule, Tabitha Ouya, and David Kiplagat Ruto.
Others who were shortlisted are Francis Andayi Weche, Winston Ngaira,Peter Mungathia Mailanyi representing persons with disabilities, Lilian Akinyi, Jacob Nyakundi, James Wahome Ndegwa, David Mogunde Okachi and Renson Mulele Ingonga.
The shortlisted candidates will be interviewed by the Public Service Commission August 1st and 2nd this year before the panel settles on the most suitable candidate for the post.
The position fell vacant after former occupant Noordin Haji was appointed by President William Ruto as head of National Intelligence Service (NIS).
The most notable absentee on the list is lawyer Miguna Miguna who had expressed interest in replacing Haji.
“Members of the public are invited to avail any credible information of interest relating to any of the shortlisted candidates through sworn affidavits to the Secretary /CEO Public Service Commission,” read the memo signed by selection panel chair Shadrack Mose.
Beijing’s topmost diplomat Wang Yi arrived in Kenya Friday night for a three-day official visit of the East African country.
Wang Yi, now serving as a member of the Political Bureau of the Communist Party of China (CPC) Central Committee and as the Director of the Office of the Central Commission for Foreign Affairs, was received at the Jomo Kenyatta International Airport by Transport Cabinet Secretary Kipchumba Murkomen.
“By virtue of his position he is the highest ranking diplomat representing the People’s Republic of China,” noted Murkomen
Others at hand to receive the senior diplomat were Chinese Ambassador to Kenya Zhou Pingjian and Foreign Affairs Principal Secretary Dr. Abraham Korir Sing’oei.
Soon after his Arrival, Murkomen expressed optimism that Wang Yi’s tour will be gainful to Kenya. He appeared to indicate that cooperation between China and Kenya particularly as far as expansion of the country’s infrastructure is concerned, will form part of the agenda of Wang’s visit.
“I look forward to deepening and widening our relationship touching on matters roads and transport,” he posted on his Twitter page
Prior to his elevation to the current position, Wang Yi served as State Councillor and Chinese Foreign Minister.
He will also visit Nigeria and South Africa where he will attend the 13th Meeting of BRICS National Security Advisers and High Representatives on National Security meeting.
Chinese Foreign Ministry spokesperson Mao Ning announced Wednesday that Beijing’s topmost diplomat Wang Yi is set for a three-nations visit of Africa. During his tour of the continent, Wang Yi will be a guest of Nigeria, South Africa, and Kenya.
Whereas attention is focused on his participation in the 13th Meeting of BRICS National Security Advisers and High Representatives on National Security meeting in South Africa, his visit to Kenya is particularly crucial. It is his first visit to Kenya after the country ushered in a new administration under President William Ruto.
He also returns to Nairobi having been elevated to the powerful position at the Political Bureau of the Communist Party of China (CPC) Central Committee and as the Director of the Office of the Central Commission for Foreign Affairs.
It is expected that Wang’s visit will be an occasion for Nairobi and Beijing to reaffirm their relations, having so far yielded positive outcomes.
When he visited Kenya last year, he toured some of the mega projects sponsored by China even as the two countries entered into more pacts aimed at promoting social and economic relations between the two sides.
His latest trip is, therefore, likely to follow up on proposals and cooperation agreements signed between the world’s fastest growing economy, and East Africa’s biggest economy about 18 months ago, with the new administration.
Wang’s visit in January 2022 ended with great optimism that the strategic partnership between Kenya and China will create lucrative opportunities for both sides.
His visit also comes at a time there have been allegations the new administration was contemplating shunning China in favour of the West. President Ruto has since dismissed the claims saying; “you should be able to separate politics, disagreements, political positions with interests,” clearly confirming that he was not about to disrupt the relationship that has existed between the two countries.
Kenya boasts a very large number of Chinese investments and companies that have put their resources in numerous sectors in the country. China sees the business and investment environment in Kenya as one that is conducive, while Kenya sees China has a lucrative market for a majority of its products, and the two sides appear keen to strengthen their relationship in this regard.
Chinese business community has been growing in Kenya, providing job opportunities to thousands of Kenyans. This number, it appears, will keep expanding as alluded to by a delegation of Chinese investors that paid a visit to the country earlier in the year with a view to exploring investment opportunities. The group disclosed that it was keen to establish a presence in the country’s textile apparel, medical, financial, and pharmaceutical sectors.
60th anniversary
Wang Yi is also arriving in Kenya at a time Nairobi and Beijing are gearing up for celebrations to mark the 60th anniversary of establishment of their diplomatic relations. So much has been achieved by the two sides since establishment of these ties.
Looking back Chinese Ambassador to Kenya Zhou Pingjian said the two countries share a profound tradition of friendship.
“Since the establishment of diplomatic ties on December 14, 1963, China and Kenya have forged a strong partnership of equals, particularly in recent years. The China-Kenya relationship is in its best shape. Our fruitful and wide-ranging practical cooperation stands out in China-Africa cooperation, delivering solid benefits to the people of both countries. China and Kenya have become a community of shared interests and future,” he said
Zhou reiterated his country’s commitment to, at all times, rally behind Kenya’s development aspirations. Speaking shortly after Ruto took office last year, the envoy noted that President Xi Jinping’s government will be at hand to offer support to Nairobi, and work hand in hand with leaders for the benefit of the people.
He spoke as former Chinese top diplomat to Nairobi Wu Peng, now the Director-General in charge of African affairs at Chinese Ministry of Foreign Affairs, also reiterated that his country’s relations with Kenya will not waver promising to ensure that the existing cooperation guarantees good tidings to all citizens.
“China stands ready to work closely with the Kenyan side to promote bilateral cooperation in all areas and advance our comprehensive strategic cooperative partnership,” said Wu
Implementation of Forum on China Africa Cooperation (FOCAC) Senegal meeting resolutions is also likely to feature during Wang Yi’s visit. During the summit in Dakar, key announcements included a pledge by China to boost imports of African products, Chinese participation in African poverty reduction programmes, a green development programme, a capacity building programme and a digital innovation programme, among others. China sees FOCAC as a framework for formal and mutually beneficial partnership with the continent.
His coming is significant in that China’s policy today has seen partners in the Global South like Kenya take a leading role in mapping out areas they would require intervention of Beijing. It means, for instance, if Kenya prioritizes construction of dams, as has been alluded to by President Ruto, this is what China will endeavour to finance, and so the visit will be an opportunity for the new administration to pitch for China’s development assistance.
But China’s development footprints in Kenya and Africa at large have perhaps been more pronounced through the Belt and Road Initiative (BRI). While proposing the initiative back in 2013, President Xi Jinping described BRI as a vehicle for achieving infrastructure, policy, trade, financial and people-to-people connectivity to create new drivers of shared development.
That Africa attaches great significance to Belt and Road is not a secret given that fifty-two out of the 55 member states of the African Union now participate in the programme. China and Africa have advanced the Belt and Road cooperation and so far over 1,100 cooperation projects have been either initiated or completed, and have contributed in important ways to the economic and social well-being of the local communities.
As China’s Foreign Minister, Wang Yi has been the face of BRI internationally and has overseen the construction of about 100,000 kilometers of roads, more than 10,000 km of railways, close to 100 ports and numerous hospitals and schools in the process.

Indeed, BRI has transformed Kenya’s infrastructure development landscape. Among other flagship projects, Kenya now boasts a 472 kilometer Standard Gauge Railway line connecting Mombasa to Naivasha via Nairobi. The line has eased movement of goods and passengers while reducing the cost of transportation. Just last year, another major project financed by China through Public Private Partnership model was unveiled. The 27 Kilometer Nairobi Expressway that connects the Westlands area of Nairobi with the country’s largest airport, JKIA, has been a gamechanger, easing traffic that initially costed the county billions of shillings within the said stretch. To boost Kenya’s status as a regional commercial hub, Chinese investors set up the Global Trade Center (GTC), that is now home to some of the world’s acclaimed brands in one complex.
But that’s not all. BRI has helped Kenya realize other modern infrastructure projects such as expansion of roads, construction of ports, dams, industries, digital connectivity and airports, and all have positively impacted the country’s economic and social development.
During the same visit, the Chinese top diplomat reiterated that China will step up cooperation with Africa on regional connectivity, even as he indicated China was prepared to help Africa increase its infrastructure, and jointly build a connected Africa.
According to Wang, China will also step up agricultural cooperation with Kenya and Africa, including on food production, storage and transportation. He emphasized Beijing’s commitment to boost the continent’s efforts to attain food security. This too is in tandem with Kenya Kwanza administration’s agenda.
President Ruto’s government believes connectivity is vital for creative economy. He has said his administration is committed to enhance the digital superhighway to create opportunities for content creators to make a living. And this fits squarely in China’s grand connectivity agenda for the continent.
Wang promised last year that “China will step up digital cooperation with Africa. With its technological strengths, China is prepared to help Africa seize the opportunities of ICT revolution, in a joint effort to build a digital Africa,”
Certainly, Kenya has done substantial work in terms of digital connectivity with Chinese companies such as Huawei technologies leading the endeavour to roll out ICT infrastructure across Kenya while offering training to citizens to acquire skills necessary for the job market.
Besides these and other areas that will come to the fore during his visit, Wang Yi is expected to deliver a personal message from President Xi Jinping to President Ruto on the support he intends to extend on behalf of the People’s Republic of China to the people of Kenya.
