    Governor Kahiga: Performance contracting is good for counties

    Nyeri County Governor Mutahi Kahiga made a case Wednesday for entrenching performance contracts in the devolved units of governance.

    According to Kahiga, performance contracting is a top leadership tool for holding executives to account for their performance, for managing, for implementing, and evaluating as well as for rewarding and sanctioning staff.

    Asked whether there has been improvement in service delivery since counties adopted performance contracting, the county chief said the system has been effective and has been transformative.

    “My county adopted it in 2018 and it has enabled my county to be transformed in terms of growth from county number 47 in world bank assessment to number one in 2019,” he said

    Speaking at the ongoing Devolution Conference in Uasin Gishu county, Kahiga noted that an annual performance contract is in his government policy and is mandatory for all departments on an annual basis. He disclosed that the process is guided by technical assistance from the Council of Governors.

    The Nyeri County chief highlighted the issue of pending bills as an overarching challenge facing counties that the system has been designed to address.

    “Performance contracting has helped Nyeri county to be among the counties with little or no pending bills. Because out rightly we move within a systematic way,” he said

    “It speaks volumes for me to highlight the achievements of Nyeri county as attested by the performance contracting process,” he added

    the success of performance contracting in Nyeri, Kahiga says, has been made possible by the establishment of a service delivery unit that monitors exactly what is being done and it is headed by an expert in matters of performance management.

    “The unit supports in development of performance targets negotiation and vetting of performance targets to ensure that performance indicators are aligned to our county development integrated plan. Sustainable development goals, manifesto, and the approved budget estimates for every financial year,” he said

    The governor added; “The unit ensures the performance contracts are signed at the beginning of every financial year and cascaded to all levels and supports their implementation through continuous monitoring,”

    President William Ruto has led the way by signing performance contracts at the national level.

    Africa has no choice but take nuclear route – Burundian Minister

    If Africa wants to become energy self-sufficient and be able to meet its own energy needs, the continent has no choice but to enter the path of nuclear development, Ibrahim Uwizeye, Burundi’s Minister of Hydraulics, Energy and Mines has said

    Speaking on the sidelines of the recently concluded Russia-Africa Summit, Uwizeye argued that nuclear technologies are vital for Africa in terms of achieving energy self-sufficiency. He emphasized that Sub-Saharan Africa needs “efficient energy” in order to develop and advance projects in other areas aimed at facilitating the continent’s economy.

    “Based on that, we have no other choice, we have no other way than to enter the nuclear route,” he said.

    During the first day of the Russia-Africa Summit, Burundi and Russia signed an intergovernmental agreement on peaceful nuclear energy cooperation. The agreement provides for the practical implementation of joint projects in a wide range of areas.

    According to the minister, nuclear technologies could give a boost to Africa in the field of health, agriculture, infrastructure, and industries.

    Signed by Burundi’s Foreign Minister Albert Shingiro and Rosatom Director General Aleksey Likhachev, the agreement provides for assistance in the creation of Burundi’s nuclear infrastructure, legal regulation, basic research, and the production of radioisotopes and their use in industry, medicine, and agriculture.

    “I am sure and certain that we are on the right track to have this kind of technology,” Uwizeye said, adding: “I even visited a 1,400-megawatt plant, which I thought was really fantastic, and it really impressed me. So I would like to see my country have that kind of plant one day.”

    Moreover, on the sidelines of the summit, a memorandum of understanding was signed between Rosatom and the Ministry of National Education and Scientific Research of Burundi on cooperation in the education and training of personnel for the nuclear power industry of the African country.

    Uwizeye also stated that Burundi invites Russian specialists and investors for the development of mining deposits. He added that the country is “open to cooperation” with Russia, noting that Burundi has rich nickel reserves.

    In November 2022, Russia and Burundi signed a roadmap on building dialogue in peaceful nuclear development. In March this year, Burundi signed a memorandum of understanding with Russia to continue studies on the possibility of operating a nuclear power plant. In late May, the country confirmed its interest in Russian technologies during a visit by Russian Foreign Minister Sergey Lavrov.

    The High Commission of India in Nairobi on Tuesday 15 August 2023 held celebrations to mark the country’s.

    During the celebrations, High Commissioner Ms. Namgya Khampa hoisted the tricolor flag at India House in the presence of over 450 community members and friends of India from Kenya.

    The event included the singing of the national anthem, reading of the President’s address, and cultural performances.

    The High Commission is also observing the ‘Har Ghar Tiranga’ campaign highlighting the significance of the Indian National Flag – the Tricolor. The ‘Meri Maati Mera Desh’ pledge was also taken on the occasion reiterating its commitment to India’s unity and making it self-reliant.

    At the same time, a cultural programme was organized on the occasion, which included Ganesh Vandana by Kamini School of Dance; Kathak performance by Ms. Jolly Rajat and her troupe; and Musical Yoga by High Commission’s Yoga teacher Dr Kapil Dev Keshari and Dr. Swami Sali Jumba.

    A separate Millet Corner was created to serve millets-based dishes to highlight the fact that 2023 has been declared by the United Nations as the International Year of the Millet.

    And that was not all as the High Commissioner later visited the British and Indian Memorial parks in Nairobi. A large number of Indian troops were deployed in the East Africa campaign of World War 1 and played a vital role in the war.

    The Kenya Defence Forces representatives joined the High Commissioner in laying wreaths at the Memorial, in tribute to the Indian soldiers, in a solemn military ceremony at 1030 hrs.

    Kenya & China sign pact to jointly develop film industry

    Kenya’s film industry is set for a major boost in the coming days following the signing of a partnership deal with the China Film Administration.

    The move to partner in the sector was announced Monday in Nairobi as the two countries unveiled a joint film festival, a new project aimed at deepening ties between Nairobi and Beijing.

    Speaking shortly after the Memorandum of Understanding was penned, Youth Affairs, Sports, and Arts Cabinet Secretary Ababu Namwamba said; “We are very excited that today we have signed an MOU between China and Kenya to develop the area of film and the creative industry in general,”

    “This is a big day. It’s not just about film. It’s about strengthening cooperation with an important global player,” said Namwamba who expressed hope that there will be a very robust cooperation that will lead to the opening of the floodgates of Chinese tourists to Kenya.

    Namwamba lauded the pact describing it as a milestone, especially given the relationship that exists between Kenya and China since the establishment of diplomatic ties 60 years ago.

    “We envision an explosion of partnership between China and Kenya. Some of the very areas we look forward to getting under this MoU is exchange programmes between the Kenya Film Industry and the Chinese Film Industry,” noted the CS saying the two countries will explore cooperation in the area of co-production arrangements between artists from the two countries.

    “Remember China is a huge country with a population of 1.4 billion people right now. If you are able to get just a fraction of that market, through this film interaction, that will add immense value to our tourism market with a huge economic ripple effect,” he said

    While lauding the MoU, Mr. MAO Yu, the Executive Deputy Director-General of the China Film Administration, said the China-Kenya Film Festival is important to the implementation of President Xi Jinping’s commitment during the FOCAC summit to the effect that the two sides were going to carry out the China-Africa People-to-People Exchange Project, particularly by the hosting of film festivals.

    He was confident the pact will open a new chapter for the future development of films between the two countries amid optimism of more lucrative ventures ahead.

    “Next, we’re going to support the hosting of African film festival in China. We hope film festivals will become a new starting point for deepening China-Kenya film exchanges and cooperation, which will further inject new momentum into the people-to-people exchanges between the two countries and make new contributions to promoting a high-level China-Africa community of shared future,” said MAO

    MAO indicated that just like Kenya, China boasts a tradition of recording history and culture through the lens. He said film has become an important form of art to demonstrate the development and changes in Chinese society, to display the spirit and longings of the Chinese people, and to promote the fine traditions of Chinese culture.

    Since the 21st century, he disclosed that China initiated a new round of industrial reform in the film sector and achieved remarkable results.

    “In the year 2019, China produced about 1,000 films a year, with an annual box office of 64.2 billion RMB(about 10 billion $US, m) making China the world’s second-largest film market. This year as of now, the box office in China is approaching the same level of market performance compared with the year 2019,” He said

    “We are confident that the Chinese film market has embarked on the track of high-quality development and is becoming a significant driving force and contributor to the global market,” he averred

    Move towards integrating water supply services in Kakuma gains momentum

    There is hope that a utility for water supply and sanitation to serve the refugee and host communities in the recently chartered Kakuma Municipality will be formed in the next few months after sector stakeholders approve the plan.

    The stakeholders met under the Kenya Water and Sanitation (K. WASH) program, which is a World Bank-funded Program jointly implemented by the National and County Governments with the support of development partners in Turkana West.

    Turkana Deputy Governor Dr John Erus said that the stakeholders had expressed goodwill towards the move and confirmed that the County would vigorously work with all the implementing partners to realize a streamlined and integrated approach to water services delivery that simultaneously benefits the refugees and host communities in the spirit of KISEDP.

    DG John Erus explained that the move resonated with the Governor Lomorukai’s vision of improved access to clean and safe water as a priority agenda.

    “The County had made massive investments in both revenue and non -revenue water infrastructure and systems. We are keen on ensuring that capacity for management of the investment through such utility companies was supported.” Dr Erus said.

    During the meeting, Water CEC Faith Aletea divulged that plans were at an advanced stage to fast-track the formation of management structures, conduct an assessment on commercial viability, and possibly develop a business plan to complete the performance based cycle favoured by the World Bank.

    She echoed Dr. Erus calls for prompt payment of water bills owed to all the existing water service utilities as a means of ensuring sustainability and service improvements.

    Eng Mwakio from the State Department of Water, Sanitation, and Irrigation said that the World Bank had adopted a funding model that was performance-based not only in Turkana but also in 17 other counties to promote the realization of desirable outcomes.

    Mwakio  explained that the County had demonstrated goodwill in working with the national government and development partners and expressed optimism that Turkana will hugely benefit from the national water and sanitation investment plan through the proposed LOWAAT Dam and other infrastructure.

    Member of County Assembly for Lopur, Gabriel Ewoi Topos, said he expected the proposed water utility to serve the rural areas of Kakuma Municipality.

    Tito Ochieng (County Water Engineer), Paul Lotum (Ag. Director Water Services), Esther Lokitoe (MD LOWASCO), Eng Fredrick Rukoo (Head of Design and Planning), and Christine Nalemsekon (Turkana West Sub County Administrator) were present.

    Emmanuel Echapan (West Sub County Water Officer),  Kevin Ekal (representative of the Turkana West professionals), and the West Sub County Public Health Team were also present.

    Kenya Orient Life Assurance receives regulator nod to handle NSSF contributions

    Kenya Orient Life Assurance Limited has received approval by the Retirement Benefits Authority (RBA) to manage NSSF tier II contributions through the Kenya Orient Individual Pension Plan and Umbrella Pension Scheme.

    This nod comes following the amendment of the NSSF Act No. 45 of 2013 where Tier I contributions from both the employee and the employer capped at KES. 720 go to NSSF while the rest of the contributions above KES. 720 up to a maximum of KES. 1,440 categorised as Tier II are now being managed by authorized private schemes.

    “This milestone marks a significant step towards our continued commitment to providing comprehensive retirement solutions with great returns to our clients,” said Kenya Orient Life Assurance Limited Principal Officer Jackson Muli.

    In 2022, Kenya Orient Life Assurance was rated as the best pension scheme following a declared interest rate of 11 per cent and a three-year average interest rate of 10.33 per cent.

    “We are happy to be joining other industry players in helping eligible employers with the opt-out process for tier II contributions. This regulatory approval further solidifies our position as a reliable pension provider,” he said.

    Qualifying private pension schemes are issued with a reference scheme certificate by the RBA, which proves the scheme’s compliance with RBA regulations.

    Nairobi hosts third CMG Media Cooperation Forum

    The third annual CMG Media Cooperation Forum was held on Monday in Nairobi, Kenya, under the theme “Deepening communication between Chinese and African civilizations and promoting a China-Africa community with a shared future in a new era”.

    The gathering brought together various leaders and media stakeholders from both China and Africa, including Chinese Minister of Culture and Tourism Hu Heping, President of China Media Group Shen Haixiong, who sent a video message, Chinese Ambassador to Kenya Zhou Pingjian, Deputy Principal Secretary in Kenya’s Ministry of ICT Juliana Yiapan, CEO of the African Union of Broadcasting Gregoire Ndjaka, among others.

    Speaking at the forum, Hu noted that in recent years, China and Africa have been expanding the scale and fields of their cooperation, with the cooperation mechanisms continuously improved under the framework of the Forum on China-Africa Cooperation.

    He stressed that China and Africa shall consolidate consensus and tell stories about the China-Africa friendship.

    “It is my hope that the Chinese and African media can work together to deliver more insightful and human-interest content. I also hope they can use accessible and communicative language in telling the stories of friendly communication, mutual benefits, win-win outcomes, and pursuit of dreams between China and Africa, in order to consolidate consensus and provide spiritual support to cooperation,” Hu said.

    On his part, Shen called for greater collaboration between Chinese and African media in order to give the world a better understanding of both sides from an objective perspective.

    “We will build a global public opinion environment that is fair, objective, positive and healthy so that we bring more stability and certainty to a fast-evolving world. We will promote exchanges and mutual learning between Chinese and African civilizations so that our world blooms with diversity,” he said.

    Yiapan, who attended the Forum as the official representative of Kenya’s ICT Cabinet Secretary Eliud Owalo, thanked China for working together with Kenyan media stakeholders to deliver noteworthy media content.

    “CMG reporters have worked closely with the Kenya Broadcasting Corporation and we acknowledge the level of exchange of technology,” she said.

    Other speakers also stressed the need for stronger cooperation between Chinese and Kenyan media stakeholders, with a focus on telling Chinese and African stories objectively.

    At the CMG Media Cooperation Forum, CMG also officially unveiled the second edition of the “Great to Meet You” China-Africa Youth Short Video Contest.

    The purpose of the event is to collect more excellent short video works, so that China-Africa exchanges can be fully demonstrated through the lens of the younger generation. Selected works will have the opportunity to appear on CMG’s main outlets and other mainstream media platforms in Africa.

    Swahili edition of President Xi’s book on Governance launched in Kenya

    All nations across the world, both developed and developing, have many lessons to learn from China’s governance system. This was said Monday in Kenya’s capital Nairobi during the launch of a translated version of the book authored by President Xi Jinping.

    Translated into Swahili by the Kenya Literature Bureau, the book, according to the highest-ranking Kenyan government officials present during the launch, will offer significant insights into the reasons behind China’s rise and how the country attained development milestones almost reminiscent of none in record time.

    Education Cabinet Secretary Ezekiel Machogu noted that its readers shall be able to delve deeper and understand the social undertakings that are led by the Chinese leader.

    “Our country can easily borrow from some of the programs undertaken such as how the People’s Republic of China has been able to achieve better and fairer education for millions of its citizens,” he said

    “This remarkable book opens our eyes to the history and way of governance of the Communist Party of China and the philosophy of its central leadership,” added the CS

    His sentiments resonated well with those of HU Heping, the Minister of Culture and Tourism of China, who noted that there has been an increasing demand for the book in many parts of the world, including Kenya, from people keen to know more about the experiences of China’s development, and the governance philosophy and practices of the Chinese leadership.

    “Developing countries, including Kenya, can refer to this book to find inspirations in the pursuit of independent modernization and the exploration of development paths,” said HU in his speech during the launch at the University of Nairobi.

    “This book explains the historical and cultural background of the development path that China has chosen. History connects the past to the present, and we always carry our present into the future. China’s development path is shaped by its own unique culture, traditions, history, and context,” added HU

    HU, also the Executive Deputy Head of the Publicity Department of the CPC Central Committee, noted that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era upholds the principle of “from the people, for the people, and beneficial to the people”, and its core value is putting people first. When doing his work, he said President Xi always keeps people uppermost in his mind.

    Tourism Cabinet Secretary Peninah Malonza described the launch as an “Exciting moment of cultural exchange” and said the book will, besides offering significant development lessons, bridge understanding between Africa and China.

    “The Swahili edition of “The Governance of China (Volume 1),” is a masterpiece penned by H.E. Xi Jinping, President of the People’s Republic of China. The book represents a significant stride in fostering mutual understanding between Africa and China,” she said

    Added Malonza; “As we stand on the cusp of history, the nurturing of Kiswahili in China symbolizes not only linguistic appreciation but also a diplomatic dance that can fortify relations and weave a tapestry of shared destinies.”

    By incorporating Kiswahili in literature, she said China is paving the way to cultural understanding, which will promote tourism and trade across East Africa and Asia, benefiting ordinary citizens.

    According to China International Communications Group President Du Zhanyuan, President Xi, in the book, has put forward a series of original new concepts, new ideas, and new strategies in leading the Chinese people towards modernization.

    “Based on China’s development experience and in-depth thinking about the future of mankind, he has provided Chinese solutions for improving the global governance system and solving the common problems faced by mankind,” noted Du.

    Du said President Xi proposed the concept of a global community of a shared future, which is committed to enhancing the common well-being of all humankind in response to the strong aspirations of the peoples of all countries for peace, development, and cooperation.

    “Adhering to the concept of mutually beneficial and win-win development, he put forward the Global Development Initiative, advocating for prioritizing development and promoting a new stage of balanced, coordinated, and inclusive global development,” he added

    Chinese Ambassador to Kenya Zhou Pingjian his government is keen on deepening mutual understanding and sharing experience on governance in a bid to promote China-Kenya friendship and cooperation.

    “As we observe 60 years of diplomatic relations, the launching of Xi Jinping’s book ‘Utawala wa China’ comes at a special time. I believe it will give our Kenyan friends an understanding of the Chinese government’s philosophy, both domestic and foreign policy, and a development path China has chosen,” said Beijing’s top diplomat in Nairobi even as he gave reference to President Xi’s rallying call of China seeking to understand the world better as the world endears to have a better understanding of China.

    Since the publication of its first volume in 2014, the four-volume book has been distributed in more than 1860 countries and regions in 37 languages.

    ACTOM Kenya has launched low-voltage electrical manufacturing plant the company’s Power Technics Complex along Mombasa Road in Nairobi.

    ACTOM recently acquired the manufacturing facility from existing technology partner Schneider Electric. The factory will manufacture high-quality low-voltage electrical and mechanical equipment.
    Chief Executive Officer (CEO) Mervyn Naidoo says the facility will also provide repair and maintenance of these equipment for our customers adding that the manufacturing facility now provides ACTOM a base and an opportunity to venture into the East African region with Kenya as the East African industrial hub.

    “The takeover of the Kenyan manufacturing facility will provide ACTOM with an entry point into East Africa, where the company plans to target the Tanzania, Uganda, Rwanda and Ethiopia markets said the CEO Mervyn Naidoo and added, ACTOM is very diverse, we do make both electrical and mechanical equipment as well as offer attendant services,” said the ACTOM Group CEO.

    He said the Kenyan office has 60 employees and is eyeing to grow the number to 300 employees through expansion of its operations. We employ about 60 people and we want to ramp up the business to employ 300 people and more as we expand.

    ‘In and the idea is to transfer our technology into Kenya where we see a lot of opportunity to grow. The potential of this factory is immense,”said Mr Naidoo.

    Present during the launch were ACTOM Kenya General Manager Pedro Adams, Schneider Electric Channel Sales Leader EA Geraldine Sande, Power Technics Founder Eng. Naresh Mehta and ACTOM Protection and Control General Manager Herman Mare.

    In his keynote address the South African High Commissioner to Kenya, Mninwa Johannes Mahlangu said the new manufacturing plant by ACTOM will play a major role in helping entrench Kenyas leading position as a manufacturing hub in the region.

    This plant here could manufacture for South Africa as it manufactures for Kenya. And you can expand in East Africa and make the region strong, said Mahlangu and added, I am very proud to say that there are now 46 South African entities that are operating in Kenya. This investment by ACTOM will help us to improve our spot as a top five investor in Kenya.

    The founder of Power Technics, Eng. Naresh Mehta said the manufacturing plant would enable the country to locally make products that are needed for the local and regional market.

    “We don’t want to export our raw materials out of Africa and bring finished products, we have to change that perception and hopefully this will change as our countries integrate together,” said Mehta.

    US Senator meets Raila as bipartisan talks begin

    Azimio la Umoja One Kenya coalition leader Raila Odinga held talks with the visiting United States Senator Christopher Coons on Sunday.

    The meeting between the two comes amid speculation it was part of ongoing efforts by the international community to mediate the opposition and the ruling party.

    There is no official communication regarding the reasons for the meeting, but Raila appeared buoyed by their encounter.

    “It was a great pleasure as usual to meet and exchange notes with my friend Senator Chris Coons. An afternoon well spent,” Mr Odinga said after the meeting with Coons.

    Coon-Raila meeting took place a day before a team of leaders drawn from the ruling and opposition parties that was picked to spearhead dialogue between the two sides officially begin talks at the Bomas of Kenya.

    It’s not the first time Coons, representing Delaware in the US Senate, is involved in similar mission in Kenya.

    Soon after William Ruto was declared President, the Senator was in Kenya. Raila had disputed the August 9 2022 election outcome.

    He was also in the country in 2017, after a bitterly contested Presidential poll. He would lead a delegation from the US that mediated the differences between President Uhuru Kenyatta and his competitor Raila Odinga. Soon Uhuru and Raila agreed to a truce leading to the now famous “Handshake” deal in March 9, 2018.
