    National Police Service Officers from Katilu Police Station have arrested two suspects namely Ekusi alias “damu yake”, 18 and Ekalale alias “Namso”, 24, suspected to be among the gangs committing crimes along Kitale-Lodwar Highway.

    The duo were spotted within Smailele Village Kalemnng’orok Sub-Location and upon search, an Ak47 Rifle loaded with 2 rounds of ammunition was recovered.

    CS Tuya shares Ministry priorities with development partners

    Environment, Climate Change and Forestry Cabinet Secretary Soipan Tuya on Monday hosted a development partners meeting during which she shared her Ministry’s focus areas in line with the Kenya Kwanza administration’s natural resources sector plan.

    The Cabinet Secretary listed environment, climate change and forestry governance; conservation, protection, management and restoration of the environment, and forestry ecosystems as well as climate change adaptation and mitigation as key focus areas.

    Other focus areas for the Ministry of as outlined in its draft 2023 to 2027 strategic plan are agroforestry and commercial forestry management, and resource mobilization and partnerships.

    “As a ministry, we are now very clear about our implementation trajectory. On Wednesday this week, the 24th of May 2023, we will be validating our strategic plan for the period 2023 to 2027.

    “I know that as key stakeholders, some of you have added your voices to that draft strategic plan and would still invite those that have not to share with us your comments as we finalise the document,” Hon Soipan said.

    The CS invited development partners to support the Ministry in the implementation of the various programmes in the five focus areas saying their support will help Kenya meet some of her international obligations.

    “So, when we finally launch the strategic plan in June 2023, it is my hope that each partner around this table would have found an area to plug in to strengthen our partnership.

    “This will contribute to our efforts in the realization of the aspiration under Article 42 of the Kenya Constitution 2010 to provide a clean and healthy environment to the people of Kenya.

    “Moreover, it will also help Kenya to meet some of the Sustainable Development Goals of the UN Agenda 2030 while at the same time enabling us to fulfill our international obligations on environment and climate change,” the CS said.

    Ahead of the finalization of the Ministry’s  strategic plan, the CS said implementation of several initiatives within the five focus areas was already underway including review of the Environment Management and Coordination Act (EMCA) and Forest Policy.

    She said changes in the Forest Policy, which is due for presentation to the Cabinet for adoption in coming days, will pave the way for review of the Forest Conservation and Management Act. Reform of forest legislation is aimed at strengthening operations of Kenya Forest Service, KEFRI and other institutions in the sector.

    “We have another thirteen (13) regulations in the environment, climate change and forestry sector that are before the Parliamentary Committee on Delegated Legislation, we are engaging the committee before we gazzette them,” CS Soipan said.

    The CS said the ongoing amendment of the 2016 Climate Change Act is aimed at mainstreaming carbon trading among other reforms. The proposed amendments will undergo final virtual public participation this week ahead of due legislative processes.

    On sustainable waste management, CS Soipan said the Ministry had developed a  prototype bill that’s due for discussion with Counties. Once enacted, the County laws will enable the full implementation of the 2022 Sustainable Waste Management Act which seeks to entrench the circular economy in the country.

    The Cabinet Secretary spoke about ecosystem restoration priorities through the 15 billion tree growing and restoration programme, saying the flagship Kenya Kwanza administration project seeks to raise Kenya’s tree cover from the current 12.3 to 30 percent by 2032.

    “As part of this programme, we have developed a Wetlands Restoration Strategy that is being championed by the State Department of Environment and Climate Change.

    “We launched this strategy last week and engaged with both national and county government frontline players to sensitize them on the same,” the CS said, noting that Kenya has 5,300 wetlands that need to be restored.

    On the September 4th to 6th Africa Climate Summit, CS Tuya said Kenya will co-host the Heads of State and Government meeting alongside the annual Africa Climate Week at KICC in Nairobi, and thanked several development partners for supporting aspects of the conference.

    She thanked the Danish Government for sponsoring the Africa Climate Summit Secretariat Office and event venue, German Government through GIZ for taking up communication and publicity costs as well as the International Organization of Migration (IOM), and called on more partners to come on board.

    “I would like to make a special plea at this point to all of you as partners, please find an aspect of the summit that you can support financially. Please do not leave the table without making a commitment,” the CS appealed.

    The Cabinet Secretary was joined at the meeting by Principal Secretary Eng Festus Ng’eno (Environment and Climate Change) and his Forestry counterpart Gitonga Mugambi as well as the President’s Climate Change Envoy Amb Ali Mohamed.

    Two suspects arrested for spate of robberies in Kakamega County

    Two suspects believed to be behind the recent armed attacks against innocent civilians in Kakamega, Vihiga and Uasin-Gishu Counties have been arrested.

    Detectives from the elite Crime Research & Intelligence Bureau, arrested the suspects in Kakamega following a chase that culminated at river Lwatingu where the main suspect was arrested before he plunged into the river’s waters, to evade justice.

    According to a DCI report on Twitter, posing as jua kali traders, the sleuths had been in the streets and in drinking joints found in search of the suspect before making their final move that also led to the recovery of a firearm.

    The suspects Patrick Mangale, 30 and Denis Indeche, 24, who masterminded several armed robberies in Kakamega had on April 9, attacked a senior DCI officer and hacked his head several times leaving him unconscious and in a pool of blood.

    The officer based at DCI Kakamega North, had just arrived at his residence at around 3 am from an assignment in Nairobi when the thugs who were on a motorbike accosted him at his gate.

    They descended on him with a machete inflicting several deep cuts on his head before fleeing into the darkness with his Jericho pistol which was loaded with 15 rounds of ammunition.

    Armed with the stolen firearm, the thugs abandoned the machete as their preferred weapon and went on a robbery spree, targeting Mpesa shops and pump stations.

    On April 11, at around 9:30 pm, the duo staged an attack at Aziz Petrol Station in Shibuli Shopping Centre and stole an unknown amount of money.

    Two days later, the suspects attacked a gold dealer in Lwanugu village and took off with Ksh 55,000, 8 grams of gold, mobile phones and other valuables.

    This is after they ordered everyone at the gold mining site to lie down and not raise an alarm. Nobody was injured in the incident.

    In yet another incident on April 20, at around 10 pm, the gun-toting thugs raided an Mpesa shop at Mudete market in Maragoli, and took off with an unspecified amount of money and mobile phones.

    On sensing that detectives had launched a manhunt for them in Western Kenya, the miscreants who were lucky to escape several police dragnets fled to Uasin Gishu County, where they continued with their activities targeting shops and other businesses.

    In one of the attacks, two innocent civilians suffered gunshot injuries on their hands and legs, as the thugs raided a shop at Elgon View estate in Eldoret and made away with cash.

    “Following the arrest of the main suspect Patrick Mangale, he led our officers to a toilet at his homestead in Lower Tingu, Mugulu area, where the firearm loaded with two rounds of 9mm calibre was retrieved from a pit latrine,” reads the report.

    The detectives also impounded a red motorbike registration number KMGG 124M, which is believed to have been the gang’s getaway means.

    Meanwhile, the suspects are currently guests of the state at Kakamega Police Station as detectives interrogate them for more information on their operations.

    The Jubilee party has announced new appointees to its National Executive Council (NEC) board.

    In the new changes announced by Jubilee party Secretary General Jeremiah Kioni, some of the outgoing NEC members are Jimmy Angwenyi, Naomi Shaban, Nelson Nzuya, Joshua Kuttuny, Mutava Musymi and Kanini Kega.

    Others are Sabina Chege, Rachel Nyamai, Advice Mundalo, Joel Kibe and Wangoi Gichuru.

    The aforesaid persons will be replaced by Beatrice Gambo, Maoka Maore, Joseph Manje, Saitoti Torome, Yassin Nur and blogger Pauline Njoroge.

    Others new entrants are Jamleck Kamau, Maison Lechome, Agnes Nthumbi (Youth League),  Anthony Manyara, Nderitu Mureithi and Amina Ugdon Siyad (Parliamentary Secretary).

    During a National Delegates Conference (NDC) held at the Ngong Racecourse on Monday, Kioni noted that the party has opted to make the changes after it observed that some of its members have proved to be disloyal to the party.

    Kioni stated that on April 28, 2023, a NEC meeting was convened and the members sitting on the board were a no-show.

    It was in that meeting, Kioni added, where they resolved that the positions ought to be filled with loyal, faithful and trustworthy members who are in support of the party’s interests.

    “They are holding the positions and they have shown that their loyalty is not with us but with others,” he said.

    The outgoing members, according to Kioni, have either shown allegiance to other parties, resigned from the positions, or have been appointed to other commissions.

    On his part, retired President Uhuru Kenyatta asked the rebel Jubilee Party members to resign from their seats and move on in peace.

    Speaking at the Jubilee Party NDC, Uhuru told the rebel members to leave the party instead of engaging in wrangles.

    Uhuru, who is the Jubilee party leader, said the rebels can no longer continue to enjoy the fruits of the party when they have betrayed its leadership.

    The former President, who moved to stamp his authority as the leader of the former ruling party, said going forward they will embrace peace.

    Sugar repackaging syndicate busted in Kisii County

    The Directorate of Criminal Investigations (DCI) officers in Kisii accompanied by local police have uncovered an illegal sugar repackaging scheme in a multi-storey building in Kenyenya Sub County.

    Acting on a tip from the public, the area Sub County Police Commander, Charles Opondo confirmed they had arrested a middle-aged woman who allegedly collaborated with other individuals in repackaging the sugar from Tanzania and Uganda.

    The sugar was being labelled using brands such as Mara, Sony, and other local millers to conceal its true origin.

    During the raid conducted on Monday morning, it was discovered that the suspects were operating in unhygienic conditions and without proper weighing equipment.

    Opondo stated that Kenya Bureau of Standards and National Environment Management Authority officials had been briefed about the incident for further investigations and laboratory testing of the seized sugar.

    The owner of the premise, Dorcas Kemunto, claimed that she had rented the house to an individual named Sam Ouko, who is currently on the run, adding that she was unaware of the illegal activities taking place on her property.

    The detectives are now conducting a manhunt for additional individuals believed to be involved in the unauthorized sugar operations in Mogonga, Kenyenya, Ogembo, and Kisii towns.

    Local residents had noticed unusual business activities within the closed-off building, raising suspicions.

    This discovery comes amidst the government’s ongoing efforts to crack down on contraband sugar that was released to a trader who later repackaged and sold it to unsuspecting Kenyans despite the cargo being flagged by authorities.

    Speaking during the launch today, the CS commended KenInvest under the Ministry of Investments, Trade, and Industry (MITI) saying it is playing a critical role in organizing the event, highlighting the government’s commitment to promoting a conducive business environment and attracting investment into the country.

    “The conference includes a working retreat for 54 Africa Trade Ministers to develop the African Continental Free Trade Area (AfCFTA) implementation matrix and Road map that will play a key role in opening the 1.3-billion-person market in Africa for Kenya’s Small and Medium Enterprises (SMEs) and positioning Kenya as the gateway to Africa,” said the CS.

    Among areas of investment opportunities Kenya targets to pitch to investors include Special Economic Zones, Public Private Partnerships, Foreign Direct Investments in Energy, Affordable Housing, Agriculture, Health, Water, Roads, Transport including the LAPSSET Corridor, Financial Services including the Nairobi International Financial Centre and ICT related investments including the Konza City.

    The conference whose theme is “Unlocking Africa’s Gateway” will also feature the Africa Private Sector Alliance (APSA) Forum that brings together top 100 businesses in Africa to deliberate on private sector growth and development in the continent.

    Reprieve for Pastor Ezekiel as courts allows access to frozen accounts

    Controversial televangelist Ezekiel Odero has been granted access to his New Life Church and Kilifi International School bank accounts that had been frozen on the 8th of May 2023 after he was arrested.

    This is after the lapse of the 15 days issued by the court.

    The decision was taken after the Investigative Officer Chief Inspector Martin Munene told the court that he has so far received documents from the banks holding accounts of the two institutions and he has no objections to having them opened.  

    While being cross-examined by Lawyer Danstan Omari, Munene told the court that from the documentation received none of the accounts was in the name of the pastor.

    He said all accounts were either for the church or the school.

    The investigating officers however protested to the court to have Safaricom compelled to supply Mpesa data relating to the preacher after the company failed to respond to the request.

    The matter will be mentioned on Tuesday next week to confirm if Safaricom will have complied with the court order.

    Four people have lost their lives in a grisly road accident at Isinya, Kajiado County involving a 40-passenger capacity bus ferrying workers of a flower firm.

    According to eyewitnesses, the bus which was speeding lost control and rolled several times killing four occupants on the spot while scores were injured.

    Confirming the incident, Isinya Sub County Police Commander Patrick Manyasi who termed the incident as unfortunate said the injured were rushed to Kajiado referral hospital.

    He urged all road users to be cautious and avoid cases of speeding to avoid avoidable accidents.

    Locals who rushed to assist decried an increase in accidents at the area saying the road lacks signage and speed bumps along the stretch.

    The bus normally ferries workers to and from the Ngong Veg flower farm and usually makes two trips in the morning and evening.

    China’s reiterates stand on the Palestinian question

    The commemoration of the 75th anniversary of the Nakba on May 15 was highly significant as it once again drew international attention to the question of Palestine and the Israel-Palestine conflict. On this day 75 years ago, the first war in the Middle East. “Nakba” is the Palestinian term for the events of 1948, when many Palestinians were displaced by the creation of the new state of Israel.

    A large number of Palestinians lost their home and became displaced. Ever since then, the Palestinians have been on an arduous journey of pursuing their legitimate rights. In marking the United Nations Commemoration of the 75th Anniversary of the Nakba, Qin Gang, China’s State Councilor and Minister of Foreign Affairs released a speech outlining his country’s sentiments on this delicate matter.

    Qin noted that for more than half a century, the tragedy of the Palestine-Israel conflict keeps repeating itself, causing longstanding antagonism between the Arab and Jewish peoples, plunging the region into flames of war time and again, and seriously jeopardizing world peace and stability. Until now, the legitimate demands of the Palestinian people for an independent state is still not yet met. This calls into question international fairness and justice.

    The Palestinian question is at the heart of the Middle East issue and bears on enduring peace, stability and security in the region. To de-escalate the Palestine-Israel conflict and resolve the Palestinian question, the fundamental way out lies in resuming the peace talks, enforcing the two-state solution, and establishing an independent Palestinian state.

    The recent escalation of the Palestine-Israel conflict once again highlights the urgency of resolving the Palestinian question. The international community must put it high on the international agenda, stay committed to the two-state solution, push for early resumption of the Palestine-Israel peace talks, and address the legitimate and reasonable aspirations of the Palestinian people so that they can fulfil their dream of establishing an independent Palestinian state as soon as possible.

    Qin said that China upholds fairness and justice on the Palestinian question. It has all along firmly supported the Palestinian people’s just cause of restoring their legitimate rights, and supported the establishment of an independent State of Palestine based on the 1967 border, and with east Jerusalem as its capital.

    For ten consecutive years, President Xi Jinping has sent congratulatory messages to the special commemorative meeting in observance of the International Day of Solidarity with the Palestinian People. More than once he put forward China’s proposals for resolving the Palestinian question, stressing the need to resolutely advance a political settlement based on the two-state solution and intensify international efforts for peace.

    China supports strengthening the authority of the Palestinian National Authority, supports enhancing unity among the various Palestinian factions, and encourages Palestine and Israel to resume peace talks on the basis of the two-state solution. China has hosted four Palestine-Israel Peace meetings to galvanize the search for peace. China has and will continue to provide Palestine with humanitarian and development assistance, to assist it in capacity-building, developing its economy, and improving people’s lives.

    China applauds the important role the UN has played over the years in advancing the resolution of the Palestinian question and in easing the humanitarian situation in Palestine. As a permanent member of the UN Security Council and a responsible major country, China will continue to work with the international community to put into action the Global Security Initiative proposed by President Xi.

    The country will also contribute to a comprehensive, just and enduring solution to the Palestinian question as soon as possible. China also appeals for the peaceful coexistence of Palestine and Israel and the common development of the Arab and Jewish people.

    The root cause of the deterioration of the situation is that for a long time there has not been a just solution to the Palestinian question. In recent years, the Middle East peace process has deviated from its original track, the United Nations Security Council resolutions have not been earnestly implemented and, in particular, the Palestinian right to build an independent state has been continuously violated, adding to the plight of the Palestinian people. Without a just settlement of the Palestinian question, Palestine and Israel as well as the Middle East will not achieve true and lasting peace.

    In its white paper titled, “China’s Peaceful” published in September 2011, China reiterated to the rest of the world that it took a path of peaceful development and is committed to upholding world peace and promoting common development and prosperity for all countries.

    At the beginning of the second decade of the 21st century and on the occasion of the 90th anniversary of the founding of the Communist Party of China, China declared again that peaceful development is a strategic choice made by China to realise modernisation, make itself strong and prosperous, and make more contribution to the progress of human civilization.

    Conservation organizations’ innovative ideas solving human-wildlife conflict

    Cases of human-wildlife conflicts, a struggle between people and animals, have been widespread in Kenya. They mostly manifest when the needs and behavior of wildlife impact negatively on humans or when humans negatively affect the needs of wildlife. And these incidents particularly occur in community conservation areas where people co-exist with wildlife.

    In Narok County, we meet Luka Lontai, who narrates his first-hand experience with invading animals. He says wildlife especially lions, elephants, hyenas, and leopards have been raiding his farmlands wreaking havoc and leaving in their wake a trail of destruction. So far, he has lost an unprecedented number of livestock. The encounters, he says, have only left him counting innumerable losses.

    Lontai who hails from Enkutoto Megwara in Narok County says most nights, for his family, have been without peace, given that they have to stand on guard and keep watch lest the animals kept in shelters, popular as bomas, be mauled by the marauding beasts.

    The burden most times falls on men in homes because we cannot send our wives and children out in the dark. We mostly use torches to try and scare away the animals, but sometimes, this tactic proves ineffective if the animals, especially lions are already too close to the livestock. As the animals scamper away for safety, some instead run into the hungry jaws of the wild animals,” he says.

    He, however, says the last two years, have been different. According to Lontai, the community’s fortunes changed as soon as they received predator-proof bomas courtesy of the Worldwide Fund for Nature Kenya (WWF-Kenya).

    “Before we received the bomas, we incurred losses owing to our livestock being fed on. Lions especially would scare the cows into the nearby bushes and feed on them as we tried to herd the remaining livestock back in the midst of confusion and darkness. They are now contained and safe,” Lontai avers.

    His wife, Nongokua says the bomas are a blessing because since they received the donation, human-wildlife conflict in their homes has reduced to almost nil, a total contrast from the past.

    “When my husband used to go away for days to look for pasture, my children and I used to freeze in fear as the remaining livestock got attacked in the dead of night. Now, they are safe even when we are home alone,” she says jubilantly.

    A predator-proof boma is constructed using recycled plastic poles that are surrounded by triple-twist chain links and barbed wire. A steel gate is installed to control livestock entry and exit. The boma is impenetrable for large carnivores as it is sealed all around.

    Speaking to KBC Digital, Evans Sitati, the Mara Siana Conservancy Manager says due to the high number of wildlife in the conservancy which borders the Enkutoto Megwara area, predation is at an all-time high.

    “The implementation of predator-proof bomas is an expensive affair, one boma costs about Ksh 15,000. In light of this, the conservancy has procured around 15 bomas which have been distributed to land owners whose bomas are adjacent to the conservancy,” Sitati says.

    Sitati echoes Lontai’s sentiments, alluding to the fact that Megwara area is a high-conflict zone but with the predator-proof bomas, numbers of invasions have declined and there is new-found harmony between wildlife and humans.

    WWF-Kenya Project Coordinator Mara Sub-Landscape, Kevin Gichangi, says over the years, his organization has been working closely with the Mara Siana Conservancy which is known to be very rich in wildlife, especially elephants.

    As part of efforts aimed at mitigating human-wildlife conflict, Gichangi says his organization has been advocating the availability of ample space both for humans and wildlife.

    “We have been rallying and supporting land owners to bring their land together to manage it sustainably for wildlife so that the ecosystem thrives as they also benefit from income-generating activities that will improve their livelihoods,” he says.

    Gichangi says the main idea behind pooling land together is to increase space for wildlife which will eventually reduce conflict between people.

    “One of the biggest threats is crop farming which we are trying to discourage because, after research, we discovered the most compatible land use for wildlife is sustainably keeping livestock by introducing grazing plans which mimic the herbivores’ grazing patterns,” he adds.

    According to Gichangi, the grazing plans which are drawn up by the land users ensure that livestock is managed collectively which ultimately allows the land to regenerate.

    Another way of mitigating the conflict, Gichangi says, is by use of ‘lion lights’ also known as solar-powered predator deterrent lights.

    “The conservancy has a considerable amount of lions, but with the lion lights, communities are safe as they deter lions and by extension other predators.

    How the Solar-Deterrent System Works

    The Solar-Deterrent System during the day absorbs heat energy through the solar panel at the top which allows it to flash continuously all night long.

    Predators have a night-time visual acuity, ten times that of humans, and the flashing lights render them temporarily blind. Their pupils are thus unable to determine whether it is day or night, and this deters predation because they can neither pinpoint a target nor calculate risks.

    The battery lights have a three to four-year lifespan and are made to be resistant to elements of weather.

    In the Mara, there were 427 human-wildlife conflict incidents that resulted in 1,210 livestock deaths and 282 livestock injuries, according to the WWF-Kenya Annual Report For the year ending 2022.

    However, no conflict cases were reported in areas where predator-proof bomas and lion lights were installed.
