  • Ruto appoints chairperson, six commissioners of National Land Commission

    President William Ruto has nominated a new chairperson and six commissioners to the National Land Commission (NLC) paving way for the full reconstitution of the commission.

    The nominations follow a Court of Appeal ruling delivered on February 13 that allowed the recruitment of a third cohort of commissioners strictly to fill existing vacancies, pending the final determination of ongoing appeals.

    The ruling also upheld the tenure of the two serving commissioners, Esther Murugi Mathenge and Tiyah Galgalo Ali, whose terms run until December 20, 2026.

    In the nominations announced by head of public service Felix Koskei, the President named Dr Abdillahi Saggaf Alawy as the Chairperson of NLC.

    The six nominees for commissioner positions are Susan Khakasa Oyatsi, Daniel Murithi Muriungi, Kigen Vincent Cheruiyot, Dr Julie Ouma Oseko, former Banisa MP Mohamed Abdi Haji Mohamed, and former Kajiado Women Representative Mary Yiane Seneta.

    The nominations have now been forwarded to the National Assembly for vetting and approval.

    Involve Lands Commission from start of projects, NLC boss tells state agencies

    National Land Commission Chief Executive Officer Kabale Tache has challenged state agencies to ensure that the Commission is included at the project conception and valuation stages.

    Speaking on Tuesday Morning at a Nairobi hotel, during a technical workshop supported by World Bank on Land acquisition and resettlement the CEO said that this will ensure that it aligns with legal and procedural frameworks from the onset.

    She noted that the commission’s participation in contract planning and bidding processes will enhance transparency and safeguard land acquisition interests.

    On the Resettlement Action Plan (RAP) Ms Kabale said that NLC’s Participation in its preparation will ensure that it is realistic and compliant in terms of implementation.

    “I challenge all the acquiring entities to use our staff, we have planners, surveyors, lawyers, valuers, and cadastral officers, amongst others, who can assist during this process,” said the CEO.

    She challenged the state agencies who have undertaken and those planning to undertake land acquisition to ensure that they also include vesting costs noting that all the projects undertaken by the commission are not secured because the process is not completed.

    “The law requires that The National Land Commission Chairperson vest all the acquired land to the National Treasury, which completes the land acquisition process.” Said Ms Kabale.

    The CEO was accompanied by Ag Director Valuation and Taxation Dorica Buyaki, Deputy Director Finance and Accounts CPA Daniel Mwakio and Principal Accountant Daudin Hajji amongst other members of the secretariat

    Ten charged in Ksh1B land fraud case

    Ten suspects were on Monday charged with fraud in a Ksh1 billion land deal in Nairobi.

    According to the Directorate of Criminal Investigations (DCI), the suspects conspired with intent to defraud Realty Brokers Limited a prime parcel of land by providing a false letter of allotment from the National Land Commission to facilitate the registration in the name of Mwadi Women Entrepreneurs Limited.

    The ten include a Registrar of Titles at the Ministry of Lands headquarters Ardhi House, Jacob Cartwright Owino, and a Land Administration officer, Andrew Aseri Kirungu, who were further charged with abuse of office.

    Others are  Diana Njeri Muiyuro, James Mbote Gicheha, Joseph Njoroge Kimani, Joseph Gichohi Kinyanjui, Gladys Wambui Mwangi, Mohamed Jimale Abdille, Charles Mwangi Waithaka and George Ndungu Mumbi.

    The suspects were also charged with making a false document and obtaining registration by false pretences.

    Nine out of the ten suspects pleaded not guilty to the charges before Chief Magistrate Hon. Lucas Onyina and were released on Ksh100,000 cash bail.

    The tenth suspect Andrew Aseri Kirungu, failed to appear before the court citing illness.
