    Ruto: We must deliver, failure is not an option

    President William Ruto has reaffirmed his administration’s commitment to transforming Kenya’s economic and governance landscape, urging the Executive to remain dedicated to delivering on promises made to the Kenyan people.

    Speaking on Thursday morning during the Third National Executive Retreat at the KCB Leadership Centre in Kajiado County, the President acknowledged the challenges facing the country but reiterated that his administration’s bold and strategic decisions are beginning to yield tangible results.

    “The path to transforming our country has been bumpy, demanding and requiring of us to make difficult decisions. Even so, we are proud of those decisions that are now paying dividends. We remain focused as we build synergies that will spur our economic growth,” he stated.

    The two-day retreat aims to evaluate the government’s performance in delivering the Bottom-Up Economic Transformation Agenda (BETA), concentrating on various critical sectors of the economy.

    In an inspiring speech to members of his Cabinet and senior government officials, the President underscored the weight of public expectations and the vital need for unity and effectiveness in governance.

    “We cannot fail. If we don’t succeed, we’ll have let this country down in a very profound way,” he said. “I will always be there to lead this team. A lot is at stake.” he said

    The head of state reflected on the trust Kenyans placed in him during the last general election:

    “There are people who voted for me whom I didn’t expect to vote for me. Because of what they heard me say, what they thought I stood for, and the commitments I had made — they did.”

    He recounted how a voter in Mombasa told him she was swayed by his bold claim that “Nyingi mkiniona, mimi ni mtu naweza kuibiwa kura?” — proof, he said, that words and conviction inspire trust.

    Deputy President Kithure Kindiki, who also addressed the retreat, echoed the President’s message of hope and focus: “We are making significant progress in the transformative journey of uplifting the well-being of our citizens.”

    Kindiki added that the radical and strategic policy interventions made by the Kenya Kwanza government are already yielding results, citing advancements in job creation, education reforms, and infrastructure expansion.

    President Ruto reminded members of the Executive that transformation, though tough, is achievable through unity and steadfast focus.

    “I always knew that changing this country would not be easy. But I also knew that it is possible — if we do it together.”

    President Ruto chairs special Cabinet meeting on El Nino mitigation measures

    President William Ruto on Monday chaired a special cabinet meeting to coordinate the government’s response to the ongoing El Nino rains.

    At least 70 lives have been lost and 40,000 households displaced following the intense downpour.

    During a meeting over the weekend with Multi agency disaster response teams, President Ruto noted that the rains would continue, hence the need to prepare for unfolding emergencies.

    The President observed that the dire situation has necessitated an emergency Cabinet meeting on Monday.

    “This will provide solid intervention mechanisms to help tackle the issue,” he said.

    He said the country is better prepared going into the future, especially with the onboarding of the County Governments.

    The President announced that a National Disaster Operation Centre has been operationalised to co-ordinate responses.

    “Adequate interventions have been put in place to tackle the emerging crisis.”

    The President explained that the Government has made available resources to ensure vulnerable cases access adequate food.

    The Kenya Defence Forces, he went on, will provide last mile deliveries by air, especially in counties marooned by floods.

    “We will also mobilise the National Youth Service and the Provincial Administration to ensure Kenyans are safe,” said Ruto.

    President William Ruto who is on a development tour of Nyanza region will this morning chair a Cabinet meeting at Kisumu State region.

    The first-ever meeting in the lakeside city is happening a month after a similar one in Kakamega County, in Western.

    The head of state whose diary is full is expected to assent to the Privatisation Bill at the meeting to be attended by his ministers.

    Thereafter he will launch the MV Uhuru II, a ship that will operate on Lake Victoria and enhance transport and trade in the region.

    President Ruto Friday embarked on a four-day official tour of the Nyanza region which will culminate with the launching of various development projects in Kisumu, Homa Bay, Siaya and Migori counties in line with Kenya Kwanza’s Bottom Up agenda.

    In the afternoon at 2pm, he will commission the construction of the Bondo-Liunda Road, Bondo Constituency.

    The construction of the new vessel began in 2021 and was completed in 24 months.

    President Ruto directs ministries to cut budgets by 10pc

    President William Ruto has directed ministries to cut their 2023/2024 budgets by 10 percent to align expenditures with available resources amidst the global economic stress.

    While chairing a cabinet meeting at State House, Nairobi, President Ruto emphasized the need for the Government to exercise prudence in resource utilisation, firmly stating that wastage and corruption would not be tolerated.

    The Head of State also issued a warning to government officials seeking to bypass the use of a unified payment system, underscoring the necessity for better oversight.

    To mitigate price fluctuations, it was decided that the Government will set aside Sh4 billion to purchase maize from farmers.

    Furthermore, the Cabinet noted the importance of supporting farmers in drying and storing the produce to mitigate post-harvest losses.

    Additionally, the Cabinet approved the Gambling Policy, 2023, the Gambling Control Bill, 2023, and the National Lottery Bill, 2023, which will be forwarded to Parliament.

    These Bills are intended to serve as a framework for transforming the gambling industry into a force for social progress.

    They aim to strengthen regulation, address high taxation perceptions, and utilise technology for a responsible and thriving sector.

    In another significant move, the Cabinet approved the immediate partial lifting of the moratorium on the issuance of new mineral rights for industrial and construction minerals.

    The lifting, it was appreciated, will be staggered as the Government develops means for their exploitation, ensuring Kenyans benefit.

    This aligns with the Bottom-Up Economic Transformation Agenda, which aims to decriminalize artisanal mining.

    The meeting also declared mineral smuggling as an economic crime and approved the establishment of a special unit dedicated to compliance and enforcement against illegal mining and mineral smuggling.

    Furthermore, the Cabinet endorsed the construction of a new 60,000-capacity stadium in preparation for the Africa Cup of Nations in 2027.

    Renovations for the Moi International Sports Centre-Kasarani, Nyayo Stadium, and Kipchoge Keino Stadium in Eldoret are also in the pipeline for readiness ahead of the continental tournament.

    President William Ruto Tuesday morning presided over a Cabinet meeting at the Kakamega State Lodge.

    The session marked the Administration’s second Cabinet meeting held outside the nation’s capital.

    The convening of this meeting, as part of His Excellency’s ongoing working tour of the western region, underscores the Administration’s steadfast commitment to lead an open, accessible, and accountable Government in keeping with our national values and principles of governance.

    Sugar Sub-sector

    The meeting took stock of the programmes and projects that the Administration is implementing within the Western Kenya Region and throughout the Republic. The meeting was also apprised of the progress being made in the implementation of the reforms sanctioned by Cabinet on the turnaround of the country’s sugar sub-sector, which is the backbone of the Western Kenya economy.

    In keeping with the Administration’s vision of steering a national renewal through economic renaissance, the Government remains committed to establishing an enabling environment in which private enterprises can thrive. A central facet of this endeavour encompasses the creation of a secure and stable business environment. In that regard, Cabinet was briefed on the state of national security with a focus on Kenya’s homeland security.

    The nation’s apex policy-making body welcomed with satisfaction the outcome of the security operation within the North Rift counties, which has resulted in the silencing of guns in the region after nearly five decades of failed attempts.

    This development marks a critical milestone in the quest to secure enduring peace, end cattle rustling, and create lasting security within the counties of: Baringo, Laikipia, Samburu, Turkana, West Pokot and Elgeyo Marakwet. Cabinet also noted the progress being made in the war against illicit alcohol, narcotic drugs, and psychotropic substances.

    The meeting also observed that climate change continues to pose an existential threat to the future security and stability of the country; fueled by scarcity of pasture, water, and other natural resources. Consequently, Cabinet directed that going forward Climate Change shall form part of all national security strategic planning and programmes.

    Climate summit

    In affirmation of Kenya’s global leadership in Climate Change, Cabinet noted that the Africa Climate Summit set to be hosted in Nairobi had attracted immense global interest. The Summit, to be held from 4th September to 6th September 2023, will be graced by over two dozen Heads of State and Government, high-level representatives of development partners and international institutions, as well as subject experts; with the number of delegates expected to be about 30,000.

    High cost of living

    In leading the nation towards food security, the meeting welcomed the continued reduction in the cost of food. The relief in household spending on food was attributed to crop maturity and harvests in the South Rift, Nyanza, Central, Eastern, and Coast Regions. Building on this remarkable progress, Cabinet authorized the acquisition of mobile dryers to aid in the post-harvest management of this year’s bumper harvest.

    To further enhance price discovery of agricultural produce, Cabinet also sanctioned the expedited implementation of the Warehouse Receipting System.

    Additionally, and in keeping with the imperative to realize Food Security; Cabinet authorized the operationalization of the newly promulgated Strategic Food Reserve Regulations, 2023.

    Food security

    Under the framework, the Government will purchase at least 1 Million bags of maize to be maintained as part of our nation’s Strategic Food Reserve. The off-take price for the year 2023 crop will be announced in due course by the Ministry of Agriculture & Livestock Development, in consultation with all stakeholders as outlined in the Regulations.

    As the nation approaches the onset of the short rains, and in an effort to realize higher yields, Cabinet approved the framework for enhanced production and distribution of certified seeds. The meeting also approved the partnership between the National Cereals and Produce Board (NCPB) and County Governments for “Last Mile” distribution of subsidized Government fertilizer that is retailing at Ksh. 2,500.00. Under this framework, County Governments will provide grassroots supply outlets that are easily accessible to all registered farmers.

    To ensure that no farmer is left behind, Cabinet additionally ratified the ongoing registration of farmers and called on all farmers who had not been enumerated under the first wave to register at their earliest opportunity so as to benefit from this seminal State Programme.

    Universal Health Coverage

    In honour of the Administration’s pledge to accelerate Kenya’s attainment of Universal Health Coverage (UHC) as set out within the Administration’s plan for a healthier nation espoused under the Bottom Up Economic Transformation Agenda (BETA), Cabinet considered and approved crucial Bills that promote healthcare, for transmission to Parliament.

    They are as follows: I. The Primary Health Care Bill, 2023; II. The Digital Health Bill, 2023; III. The Facility Improvement Financing Bill, 2023; and IV. The Social Health Insurance Bill, 2023.

    “These bills usher in a paradigm in the legal and institutional framework for healthcare in Kenya by repealing the current National Health Insurance Fund and establishing in its place the following funds: Primary Healthcare Fund; Social Health Insurance Fund; and Emergency, Chronic and Critical Illness Fund” reads the Cabinet dispatch.

    On the other hand, the Digital Health Bill addresses the existing legal and regulatory gaps in the framework for the e-Health ecosystem and its data lifecycle; enabling the development of standards towards the provision of m-health, telemedicine, and e-learning in healthcare.

    This new architecture is expected to provide a framework for improved health outcomes and financial protection of families in fidelity to the State’s solemn duty to guarantee the health and welfare of all its citizens.

    Power Outage

    The Cabinet regretted the total electrical grid outage that led to a nationwide blackout on Saturday last week. Cabinet consequently directed the review of the power distribution system in the country, to ensure that the unfortunate occurrence shall not recur.

    As set out in the Administration’s digital transformation agenda, Cabinet was updated on the progress being made to lead Kenya towards realizing 100% automation of all Government Services.

    The nation’s top policy-making organ noted that the mobilization of revenue through a single payment platform for all Government payments has led to a remarkable increase in revenue while also dramatically improving the service experience for users.

    The meeting reiterated that the push to realize the automation of all government services would be a central feature of the Administration’s actions as it implements its plan for Kenya, espoused as the Bottom-Up Economic Transformation Agenda (BETA).

    The President, who is on his fourth developmental tour in Mt Kenya region is currently commissioning the modernized the New KCC Kiganjo Factory, Nyeri County to boost small-scale dairy farmers across the region.

    Speaking at the New KCC Kiganjo Factory, Nyeri County President William Ruto said the move will drive growth in the agricultural sector, boost small-scale dairy farmers across the region.

    President Ruto emphasized the transformative impact of facility modernization on farmers’ livelihoods and the national economy saying the initiative will double milk production from the current 5.2 billion litres to an impressive 10 billion litres.

    He said his administration has allocated a substantial Ksh 3 billion over a span of three years for the modernization project and another Ksh 8 billion for milk coolers, targeting Nyambene, Miritini, and Kitale.

    Highlighting the government’s commitment to agricultural development, President Ruto revealed a strategic decision to waive import duties on animal feeds to benefit farmers by reducing processing costs and fostering an environment conducive to increased milk production.

    The Head of State is also expected to open a three-storeyed, 175-bed capacity Level IV Hospital in Naromoru.
