    Isiolo MCAs hold first sitting amid shake-up after failed governor ouster

    Members of the Isiolo County Assembly on Tuesday held their first sitting since the failed attempt to impeach Governor Abdi Ibrahim Guyo.

    The motion was dropped by the Senate at the preliminary stage due to technicalities, with the assembly failing to convince the Senate that there was a lawful sitting at the assembly to impeach the governor.

    Hundreds of Isiolo residents who supported the attempted impeachment of Governor Guyo gathered in Isiolo town to welcome Members of the County Assembly, who had fled the area, citing insecurity after first tabling the notice of motion.

    During the sitting, Speaker Mohamed Roba Qoto announced that his office had received official communication from the United Democratic Movement (UDM) Party indicating that two of its nominated members, Fozia Djibril Bore and Amina Omar Enow, had been removed from the party’s membership.

    As a result, they cease to be members of the Isiolo County Assembly, as they can no longer represent a party they are no longer affiliated with.

    Roba cited alleged gross misconduct and failure to remit monthly contributions to the party as some of the reasons given by the UDM party for punishing the two members.

    The two were part of the 16 MCAs who supported Governor Guyo’s impeachment, but decamped to the Governor’s side just four days ago, giving Guyo a temporary sigh of relief after the initial motion of impeachment failed at the Senate.

    Speaker Roba further relayed information that Oldonyiro ward MCA and Deputy Speaker David Lemantile (KANU) had been removed from the House Business Rules and Privileges Committee and replaced by Wabera ward MCA Salesio Kiambi.

    Francisco Letimalo (KANU) was also de-whipped as Minority Party leader and replaced by Cherab ward MCA Halima Golle Abgudo, also of KANU.

    The four MCAs were part of the five (alongside nominated MCA Rahma Abdkadir (KANU), who joined Governor Guyo’s camp a few days ago, following the failure of the impeachment motion to go through at the senate.

    Addressing members of the public who came out to welcome them in Isiolo town, the MCAs assured Isiolo residents of their renewed resolve to keep the executive in check, warning that they would rekindle their clamour to oust Governor Guyo again if he fails to fix the existing gaps and focus on service delivery for the people of Isiolo.

    They also vowed to stand by Mohamed Roba as their speaker against any attempt to replace him.

    Isiolo Governor Guyo’s impeachment trial kicks off in the Senate

    The Senate has reconvened from recess to consider the impeachment motion against Isiolo Governor Abdi Guyo.

    The governor’s legal team comprises eight lawyers, led by Elisha Ongoya, and three legal assistants, and has lined up five witnesses, while the county assembly is represented by 10 lawyers, two legal assistants, and four witnesses.

    The Senate opted for a full plenary trial after rejecting a motion to establish an 11-member special committee to investigate the allegations against Governor Guyo.

    Governor Guyo was impeached by the Isiolo County Assembly last week on allegations of abuse of office, violation of the Constitution, and gross misconduct.

    Sixteen out of 18 Members of the County Assembly (MCAs) who voted to impeach him on June 26, 2025, accused him of irregularly appointing 36 advisors and 31 chief officers, awarding flawed contracts, and stalling development projects in the county.

    The Speaker of the Senate Amason Kingi has issued a communication concerning the Senate’s Order of Business for consideration during the ongoing hearing of impeachment charges.

    According to the Senate Order Paper for Tuesday, the hearing will begin at 9 am with a closed-door pre-hearing meeting for senators.

    The House will then proceed with preliminary matters at 10 am, including a recital of the Senate’s constitutional mandate, rules of procedure, and the hearing programme.

    The Senate will then proceed to the reading of the charges against the governor, after which the House will address preliminary questions and issues.

    The afternoon schedule begins with opening statements from both sides, as outlined below.

    2:30 pm – 3:00 pm Opening Statement on behalf of the County Assembly (30 minutes)

    3:00 pm – 3:30 pm Opening Statement on behalf of the Governor (30 minutes)

    3:30 pm – 6:30 pm

    Evidence by the County Assembly (Evidence of witnesses, if any, cross-examination and re-examination: A total of 5 hours)

    • County Assembly – maximum of three hours for evidence by witnesses and re-examination (if any)
    • Governor – maximum of two hours for cross-examination

    The Senate is expected to adjourn at 6.30 pm.

    Governor Guyo impeachment: Somali council of elders offer to mediate dispute

    A section of the Isiolo Somali community professionals and members of the Council of Elders has appealed to County Assembly Members (MCAs) and others pushing for the impeachment of Governor Abdi Ibrahim Guyo to explore alternative dispute resolution mechanisms instead.

    This, they say, will create room for arbitration to avert the risk of destabilising the prevailing peaceful coexistence among the various ethnic communities residing in the County.

    In a joint statement read by Luqman Ahmed, they emphasised that while impeachment is legal, it is “tedious” and risks derailing development and disrupting service delivery.

    They pointed out that ouster should be the last resort after all other avenues of resolving outstanding differences are exhausted, warning that resources and time that could be spent on community welfare could likely be misused instead of using the same for development

    Through the Somali Council of Elders Chairperson Abdulkadir Shariff Abdullahi, they clarified they were not backing any political faction. Rather, they pledged to lead mediation efforts to foster reconciliation.

    Recalling similar proceedings in neighbouring counties such as Meru, they stressed that Isiolo’s unique inter-ethnic dynamics require careful handling.

    They stressed that mediation and dialogue were the best options to avoid unnecessary conflict and tension.

    The High Court in Isiolo last Monday issued an order stopping the impeachment of Guyo pending hearing and determination of the case.

    The court order barred Members of the County Assembly from “admitting, processing, debating or considering” the impeachment motion tabled before the assembly on June 10, 2025.

    MCAs were set to debate the impeachment motion on Tuesday, June 17.  Guyo had sued the county assembly and the speaker.

    The governor has been accused of presiding over numerous stalled development projects and failing to meet county revenue targets.
