Governors raise concerns over e-procurement roll out

The Council of Governors has raised serious concerns over ongoing health sector issues and the rollout of Government systems, warning that service delivery in counties is at risk.

Speaking after an Extraordinary Council Meeting, the governors said the Ministry has deliberately portrayed counties as being unwilling to take in UHC workers claims they firmly deny.

COG Chair Ahmed Abdullahi noted that the Ministry cannot unilaterally alter UHC staff contracts without county input, and demanded that a pending Ksh 7.7 billion in salaries and Ksh 9.4 billion in gratuity payments be disbursed before any staff transfers can take place.

Separately, the Governors criticized the National Treasury over the rollout of the e-Government Procurement System, calling it rushed, flawed, and disruptive to essential services.

They said the system was deployed nationally after being tested in only three counties and has paralyzed procurement, especially in the health sector.
