    TSC CEO: We have introduced allowances for teachers in special schools

    The Teachers Service Commission (TSC) has introduced allowances for teachers in special schools to attract and retain them in the institutions.

    The revelation was made before the Cohesion and Equal Opportunities Committee by TSC Chief Executive Officer Nancy Macharia.

    The Committee was also informed that the Special Needs Schools in the country were facing a shortage of 5,362 teachers.

    Appearing before the Committee Tuesday, Ms. Nancy Macharia told the Hon Adan Haji led team that Readers Facilitation or Aid allowance has been introduced for teachers who are blind, deaf, mute or those having physical disabilities.

    “Special school allowances is also another incentive introduced to teachers with special education skills,” said Ms Macharia.

    She added: “These incentives are in addition to standard allowances such as hardship and commuter among others as one way of recognizing the additional challenges facing the teachers”.

    On the teachers’ shortage, the CEO explained that TSC hired and deployed 1,763 teachers to schools in the month of May.

    She added that in September this year, January and June next year, another 3,600 teachers will be posted to the schools.

    “Due to budget constraints, the Commission has developed a phased deployment of teachers to Special needs schools to address the shortage,” she noted.

    She added that the Commission had also developed and implemented a unique staffing norm for special needs education schools.

    Ms Macharia said the class size determined by the type and severity of disabilities of the learners is considered for each teacher.

    “For example, the class size for mentally handicapped learners is set at four students while the class size for physically handicapped learners should have 15 students,” she added.

    She added that the move is aimed at ensuring that teachers gave adequate attention to special needy learners.

    “The less the number of special needs learners per teacher the better for provision of quality services,” Ms Macharia said.

    The Committee’s vice chairperson Hon Liza Chelule who chaired the session commended the Commission for its efforts to better the welfare of teachers in special needs schools but added that there was still more needed to be done.

    “The Committee visited special needs schools in parts of Coast, Nyanza, Western, and Rift Valley and established that the schools and teachers operated in deplorable conditions, said the Nakuru County MP.

    Shinyalu MP Hon Fred Ikana said the suffering by teachers in special schools discouraged their colleagues from seeking jobs in the institutions leading to the shortage.

    Announcing the winners, the organisers said that Miss Grace will represent Kenya at the 72nd Miss World Festival, in early 2025.

    “Mr and Miss World Kenya aim to embody this in all our actions and our goal has always been to find the next role model for the next generation.”

    The event was hosted by Oga Obinna and Angela Wambui while Award-winning gospel artiste Mercy Masika and musicians Vijana Barubaru and Kethan performed.

    China actively promoting international cooperation on cross-border flow of data

    Data is a new type of production factor in the era of digital economy. As an important link of the digital economy, the cross-border flow of data has evolved into a foundation for the exchange and sharing of global capital, information, technology, talent, and goods.

    Recently, China has made new progress in international cooperation on the cross-border flow of data. It signed with Germany a memorandum of understanding on cross-border data flow and had exchanges with Singapore on relevant cooperation at the inaugural meeting of a bilateral digital policy dialogue mechanism.

    Such collaboration marked a positive signal of China promoting international cooperation on the cross-border flow of data. In recent years, the country has been advocating safe and orderly cross-border flow of data, working with all relevant parties to build an open and win-win international cooperation in the data field.

    Zhang Pengyang, a professor with the College of Economics and Management, Beijing University of Technology, said that China has enacted a series of laws to cement the legal foundation for the cross-border flow of data, including those on cybersecurity, data security, and the protection of personal information.

    Besides, the country has been constantly optimizing its business environment and standardizing the management of cross-border data flow, so as to better facilitate foreign enterprises, Zhang said, adding that this demonstrated China’s resolution and confidence in opening up.

    China also participates in the making of relevant international rules, Zhang noted. It has signed the Regional Comprehensive Economic Partnership agreement and is working to align itself with the high-standard economic and trade rules of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement.

    Furthermore, China and some other countries and regions have signed bilateral and multilateral agreements on cross-border data flow.

    At the border between China and Laos, specialized data that ensure cross-border railway transport are transmitted via information networks, enabling end users to operate in their respective systems and thus guaranteeing the smooth operation of the China-Laos Railway.

    Patient treatment data from a clinical data research platform at Beijing Friendship Hospital affiliated with Capital Medical University, are securely processed and transmitted halfway across the globe to the Academic Medical Center, University of Amsterdam, in a bid to support joint research efforts between Chinese and Dutch medical experts.

    Today, foreign purchasers can browse and obtain relevant information about Chinese suppliers with only a few clicks on their mouse on Chinese e-commerce platforms.

    Such a cross-border flow of data will become even more active as China deepens its cooperation and exchanges with other countries in various fields.

    At present, the cross-border flow of data has become a new driver for global growth. It is expected to contribute $11 trillion to global GDP by 2025, according to a McKinsey & Company report.

    “The cross-border flow of data is crucial for supporting international trade activities, global scientific and technological cooperation, and the sharing of data resources worldwide. It calls for international cooperation and sharing to promote the safe and orderly cross-border flow of data,” Zhang said.

    Zhang believes that China’s proposals and actions to promote such international cooperation would help global trade transit from commodity trade to digital trade and open up more opportunities for international cooperation on science and technology, culture, education, and more fields.

    Besides, these proposals and actions would improve China’s institutional opening up, further optimize the country’s business environment, expand the value of data, fully release the potential of data factor, stimulate enterprises’ passion for innovation, and finally promote regional and even global economic growth, Zhang added.

    However, as data are extremely replicable and non-exclusive, the cross-border flow of data comes with a series of security problems, bringing challenges to data sovereignty, privacy protection, and even national security.

    According to statistics, as of May 2023, more than 70 countries and regions had formulated regulations on the cross-border flow of data, and more than 180 regional trade agreements newly added specific articles or terms related to digital trade, including the cross-border flow of data.

    In September 2020, China proposed the Global Initiative on Data Security, calling on countries to foster an open, fair and non-discriminatory business environment for mutual benefit, win-win outcomes and common development.

    Zhang said the Global Initiative on Data Security stresses that countries should respect the sovereignty, jurisdiction and governance of data of other countries, and jointly safeguard the security and order of the global data flow. They should not only focus on their own data security, but also respect other countries’ rules on cross-border data flow.

    This initiative demonstrates China’s sense of responsibility in global digital governance, and will inject new vitality into building a fair, inclusive and efficient global digital governance system, Zhang added.

    Deputy President Rigathi Gachagua says he will not be drawn into political sideshows; stating that he is focused on assisting President William Ruto to succeed in the economic transformation and development of the country.

    This comes even as MPs led by Jubilee Party leader Sabina Chege backed his call for devoted leadership and appealed to their colleagues in Parliament to dedicate their time to addressing the challenges facing the nation like youth unemployment.

    Mr Gachagua on Friday said he is also focused on driving reforms in the agricultural sector, eradicating illicit brews and drug abuse, and supporting the President as his principal assistant.

    These socio-economic programs, he said, will change the livelihoods of all Kenyans and shape the Ruto administration’s development legacy.

    “I am not for politics. My focus is on national development, agricultural reforms, the fight against illicit brews, supporting the Church, and assisting the President to succeed. Those willing to do politics can continue. But they should also listen to the people and respect them. People are supreme,” he said in Gatanga, Murang’a county during the Golden Jubilee celebrations of ACK Thika Memorial Church School.

    “The people/taxpayers are the employers of their leaders in public service. Hence, leaders should push the interests of the people, make the right decisions, and align with the people. As we work let us continuously engage Kenyans and get directions on how to proceed,” he said.

    At the event, he was accompanied by his wife Pastor Dorcas, Murang’a Deputy Governor Stephen Mburu, Gatanga MP Wakili Edward Muriu, Kangema MP Peter Kihungi, Nominated MP Sabina Chege and MCAs.

    The school was celebrating 50 years since its establishment in 1974 by white settlers. Currently, the school has 1670 learners.

    Backing the Deputy President, the MPs faulted their colleagues whom they claimed were concentrating on negative politics instead of working for Wananchi.

    “I humbly request that we stop thinking about personalities and focus on issues facing Kenyans. Since the economy is on the recovery path let us focus on the real issues. I want to remind MPs that we have no time for sideshows and the impeachment talk. We need to sit in parliament to discuss bills that will improve the welfare of the people,” said MP Sabina Chege.

    MP Edward Muriu asked leaders to unite and work towards the development of the nation.

    “Great men are made during a crisis. We have a crisis of economy, debts, and unemployment. As leaders, we know the country will prosper when there is unity, peace, and partnerships. We will overcome the current crisis and we will go back to the track,” said Mr Muriu.

    He further praised the Government over its development programs in Murang’a county, citing the ongoing water connection program at Ndakaini dam.

    “For 49 years since the construction of the Ndakaini dam, it has been serving Nairobi people with water and excluding the locals living near the dam. But since the Kenya Kwanza administration came to power in 2022, Gatanga people will access the water.     Kenyan gospel musician Size 8, born Linet Munyali, has announced her breakup from her husband of 11 years, renowned DJ Mo (Samuel Muraya).

    The couple have been a prominent fixture in the Kenyan entertainment industry and featured on Africa Magic’s gospel reality series “Oh! Sista.”

    In her announcement, she said that sometimes marriage doesn’t work.

    “Sometimes marriage works by God`s grace and sometimes it does not work but all in all God is still on the throne,” she said.

    Adding, “I’ve been married for 11 years and now I start the journey of singlehood.”

    The announcement has been met with scepticism.

    In 2020, the couple was caught up in a cheating scandal involving DJ Mo.

    When he later admitted that he had been unfaithful, Size 8 chose to work on their marriage leading to a period of intense public scrutiny and speculation about the future of their relationship.

    However, a year later, in 2021, the couple projected a happy family life on the reality series “Oh Sista” and have continued to do so on social media. According to some fans, the news of the breakup came “out of nowhere” while others wondered whether they were “chasing clout”.

    Size 8 has made no further comment on the issue.

    Defense Cabinet Secretary nominee Soipan Tuya has pledged to employ a consultative leadership style to deepen her understanding of military operations.

    Tuya who was vetted on Thursday afternoon by the national assembly committee on appointments, said although she had no military background, her vast experience in policy design, analysis and oversight in both the public and private sector including the civil service poised her for the position.

    Describing herself as a team player and a fast learner, she said upon confirmation her immediate role would be to chair the Defence Council to build an understanding of the diverse roles of the armed forces.

    “I have no military background and the Ministry of Defence has both a uniformed unit and a civilian unit.  I am a team player by design and practice. I am also very consultative in my leadership philosophy and these are skill sets that I will have to employ heavily in terms of the need to understand the operational and administrative role of the uniformed side of the Ministry” she told the committee chaired by Speaker of the National Assembly Moses Wetang’ula.

    “ I can give assurance that I am a team player and a fast learner and will be ready to critically understand operations of the service without interfering with those very distinct roles of the military, my consultative style will boost my understanding of the operations of the Military will be sufficient as I have no background in defence” she added.

    Tuya was the 5th and last candidate to face the panel on day one of the vetting exercise. She also responded to a question regarding the safety of military choppers following a series of military aircraft crashes.

    She promised to undertake a comprehensive assessment of all the equipment, once she assumes office.

    “…The issue of equipment particularly the air assets is a major concern and my mandate will be to assess the maintenance and efficacy of these equipment” she said.

    President William Ruto nominated Tuya back to the government after dismissing his entire cabinet.

    The immediate former environment CS had an opportunity to highlight her various successes.

    ”As a former CS Environment, I pride myself in successfully coordinating the various players in the environment and climate change sector. My other key priority was our ecosystem restoration program which I believe I attained a significant amount of success”

    Additionally, she promised to introduce sweeping changes to streamline the KDF recruitment which has been characterised by corruption in the past and also review the gender policy to increase women’s leadership within the armed forces.

    “ We have so far made a lot of progress and I will maximise the same to ensure women find their space in the KDF. We don’t want them to be limited” she emphasized.

    She declared her net worth had grown from Ksh156 million to Ksh243 million largely due to the appreciation of assets, private businesses and acquisition of assets in Nairobi.

    The committee will conclude the vetting on Sunday before retreating to write a report that will be tabled in Parliament on Tuesday next week.

    Ombudsman issues ultimatum on delay in issuance of IDs

    The Commission on Administrative Justice has sought clarity from the National Registration Bureau as to why Kenyans have to wait for so long to acquire National Identification Documents.

    In its demand, the CAJ, popular as the Ombudsman wants the institution’s director to address concerns over prolonged issuance to the extent that it hinders access by citizens to a number of services.

    “Pursuant to section 8 of the Commission on Administrative Justice Act, 2011, the Commission takes cognizance of serious complaints published on various media platforms over the delay in processing and issuance of ID cards,”

    The Commission has given the Director, National Registration Bureau seven days to respond to the delay in the issuance of Identification Documents. This follows complaints on various media platforms over the delay in processing and issuing of ID cards,” CAJ confirmed in a statement Thursday
    The Florence Kajuju-led commission indicated that it has been monitoring media reports, where parents and students enrolling in various higher learning institutions are expressing concerns over inordinate delays adversely affecting their right to apply for critical public services,”

    The services facing major disruptions as a result, according to the Commission include; financing from the Higher Education Loans Board, traveling documents, and employment opportunities, among others,”

    Within the stated seven days, the Commission wants the NRB Director to address issues such as; challenges the department is experiencing in the issuance and processing of ID cards; as well as measures that the department has taken if any to resolve the crisis;
    Ombudsman also wants NRB to indicate expected timelines for the issuance of the pending ID Cards; besides service delivery timelines regarding the issuance of the ID Cards.

    South Korean show and global hit, Squid Game, is set to premiere its second season on December 26.

    The streamer also announced that the series will end with a final season set for 2025.

    Season two of Squid Game comes more than three years after the first instalment became a worldwide hit in 2021.

    The series ranks first among Netflix series, regardless of language, in both views (265.2 million, measured by total viewing divided by running time) and total watch time (2.2 billion hours) over its first 13 weeks of release.

    In Kenya, the series remained in the Top 10, 13 weeks after its initial release on the platform according to Netflix data.

    “Seong Gi-hun (Lee Jung-jae), who vowed revenge at the end of season one, returns and joins the game again,” Hwang writes in a letter announcing the show’s endgame.

    “Will he succeed in getting his revenge? Front Man doesn’t seem to be an easy opponent this time either.
